ORGANIZATION OVERVIEW:
The Central Indiana Corporate Partnership (CICP) was formed in 1999 to bring together the chief executives of Central Indiana’s prominent corporations, foundations and universities in a strategic and collaborative effort dedicated to the region’s continued prosperity and growth. CICP is nationally known as a leader in networked governance and corporate, academic and philanthropic collaborations. Its mission is to "transform the economy of Indiana to create a more sustainable prosperity and quality of life for our citizens and future generations." The group creates long-term strategies, research and programs for regional growth and concentrates on issues such as talent, workforce development, the innovation economy, quality of place, and access to capital.
The organization is focused on Indiana’s key advanced industries as well as workforce and talent, housing four sector initiatives designed to fill gaps and pursue strengths through a relentless focus on driving talent and investment to these “verticals”: AgriNovus Indiana, for agbiosciences; BioCrossroads, for life sciences; Conexus Indiana, for advanced manufacturing and logistics; and TechPoint for tech and tech-enabled companies. Ascend Indiana addresses workforce development and talent needs across all of the sectors and others. In addition, the organization is working across its initiatives on cross-collaborative projects including innovation, entrepreneurship, equity and communications to strengthen its market knowledge and impact Indiana’s economy.
JOB OVERVIEW:
The Manager of Human Resources will work with the Director of Human Resources to develop and implement the overall strategy for human resources including, but not limited to talent acquisition, employee life cycle, career path design, employee relations, benefits, training, compensation, performance management and payroll. The position reports to CICP’s Director of Human Resources and works alongside the finance and administration team to advance the mission, priorities and programs of the organization by enabling its most valuable capacity – its talent. The position will work with all of our branded initiatives but will be a primary human resources partner to Ascend Indiana. The HR Manager must be able to handle a wide variety of activities and confidential matters with discretion. This position requires attention to detail, excellent communication, organizational and time management skills.
JOB RESPONSIBILITIES:
Talent Development and Career Progression
  • Develops and maintains comprehensive career paths for various roles within the organization, outlining clear steps for advancement and growth, ensuring alignment with organizational goals and strategic vision.
  • Develops and manages internal mobility programs that encourage and facilitate movement across departments, teams, and projects.
  • Designs, implements, and assesses training programs that enhance the skills and competencies required for career progression.
  • Enables the effective execution of the performance management system while working with leaders to integrate career progression elements into the performance review process.
  • Diagnoses, assesses, and resolves critical and complex employee relations issues throughout the organization.
  • Provides performance management guidance to initiative managers, directors and vice presidents to ensure employees are receiving the appropriate level of supervision and leadership (e.g. coaching, counseling, career development, succession planning).
  • Supports the development and implementation of employee engagement surveys through data analysis and reporting.
HR Operations and Compliance
  • Supports the preparation of bi-weekly payroll and allocation of personnel expenses (salaried and hourly pay groups) and acts as an approver.
  • Responsible for the oversight and approval of personnel data in the HRIS and benefits systems.
  • Prepares backup documentation (pay stubs, time sheets) required for submission with reimbursement grant invoices.
  • Drafts and updates database of employee job descriptions.
  • Analyzes human resource trends and metrics in partnership with the Director of Human Resources to develop solutions, programs and policies to help the organization meet its goals.
  • Tracks and reports on key recruitment, retention, and departure metrics for the organization.
  • Assesses internal and market compensation data to determine appropriate compensation metrics in conjunction with finance and administration team.
  • Assists with maintaining compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies, procedures, and practices to maintain compliance and procedures for all areas of the human resources function including staffing, compensation, benefits, training performance management, employee relations, safety and compliance.
  • Facilitates invoice processing of all HR related services (Anthem, Guardian, FlexToday, Safe Hiring Solutions, etc.) with accounting department.
Process Improvement and Employee Experience
  • Identify areas for improvement in existing HR processes, exploring opportunities to leverage technology and automation where possible.
  • Focuses on improving the employee experience throughout various HR processes, from recruitment and onboarding to performance management and career development.
  • Meets regularly with Ascend Indiana’s Vice President of Network Strategy and Talent Management to align HR initiatives with strategic organizational goals.
  • Supports engagement and morale strategies of all initiatives and attends engagement events of Ascend Indiana.
  • Other duties as required.
MINIMUM QUALIFICATIONS:
  • BA in Human Resources or equivalent required; SHRM-CP/SCP or PHR/SPHR certification preferred.
  • 3 years of Human Resources management resolving complex employee relations.
  • Working knowledge of multiple human resources disciplines including, career progression design, performance management, employee relations, diversity, and federal and state employment laws.
  • Experience with non-profit organizations preferred.
  • Excellent oral and written communication skills.
  • Ability to work independently with minimal supervision, and also thrive as a team member within the finance and administration team.
  • Proficiency in using HR analytics for decision-making.
  • Must possess cultural awareness, strong relationship management skills and emotional intelligence.
  • Excellent project management skills.
  • Proven ability to handle confidential information with discretion.
