Montgomery County Government is Hiring an Administrative Specialist I/II (Occupational Medical Services, Leave Coordinator), Grade N18/N21 Near Rockville, MD

The Occupational Medical Services unit within the Office of Human Resources is seeking an Administrative Specialist (Leave Coordinator) to assist County employees with leave applications for FMLA, State of Maryland FMLI program, Sick Leave Bank, Parental Leave and Sick Leave Donations.

This position may be underfilled at the Administrative Specialist I (grade N18) level with future opportunity to non-competitively advance to the Administrative Specialist II (grade N21) level based on performance and qualifications.

Under the leadership of the Director, the staff of OHR work together to achieve great things for the more than 10,000 employees of the County. Our divisions include Recruitment and Selection, Training and Organization Development, Health Insurance and Welfare, EEO Compliance and Diversity Management, Business Operations, Administrative Services, Occupational Medical Services and Records Management.

What are we looking for:

The Administrative Specialist will be responsible for supporting employees and departments in processing medical related leave applications and coordinating the leave request processes in compliance with the federal Family Medical Leave Act (FMLA), State FMLI program as well as the medical leave policies contained within the Montgomery County Personnel Regulations and collective bargaining agreements (CBA). This role will conduct and assist with training for each program and support and maintain employee electronic medical records and requests.

How you will contribute:

  • Process FMLA & FMLI requests, Parental Leave, Sick Leave Bank and Sick Leave donation applications for County employees and employee medical records request processing
  • Review federal, state and local employment laws and regulations and union CBAs to maintain program compliance
  • Analyze usage data to create and transmit periodic reports to OMS Manager, with information on trends and utilization of each program
  • Collaboratively work with clinical team to validate medical information submitted on leave requests to ensure consistent, compliant, timely, and holistic processing
  • Review existing data sources, and processes to streamline and strengthen current services and provide recommendations for the growth and improvement of each program

The selected applicant should have the following knowledge, skills, and abilities:

  • Knowledge of state and federal leave programs and other personnel leave types
  • Ability to readily grasp information and processes and guide others
  • Strong organization and communication skills
  • Strong computer skills (Excel, Word, Power Point) and experience with enterprise applications, systems and reporting tools.

The anticipated salary range for this position will be:

Administrative Specialist I, Grade N18 $56,220 (minimum) - $72,453 (maximum)

Administrative Specialist II, Grade N21 $63,642 (minimum) - $82,408 (maximum)

Minimum Qualifications


If filled at the Administrative Specialist I level:

Experience: One year of experience in leave administration.

Education: A Bachelor's degree in Business Administration, Management, Public Administration, Human Resources Management, or related field from an accredited college or university.

Substitutions:

EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.

If filled at the Administrative Specialist II level:

Experience: Two years of experience in leave administration.

Education: A Bachelor's degree in Business Administration, Management, Public Administration, Human Resources Management, or related field from an accredited college or university.

Substitutions:

EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.

Candidates meeting the minimum qualifications will be placed on the eligible list with a rating of qualified.
