Montgomery County Government is Hiring a Program Manager II (Community Development Financial Institution Program), Grade N25 Near Rockville, MD

About the Position:

This position is located in Early Childhood Services in the Children, Youth and Family Services division of the Department of Health and Human Services. This position reports directly to the Administrator for Early Childhood Services.

Early Childhood Services (ECS) serves children from birth to age five with services that support families, early care and education programs, and the community. The program administers the Federally mandated Infants and Toddlers Program (ITP) in collaboration with Montgomery County Public Schools (MCPS), the County's Resource and Referral Center (R&R) as part of the statewide R&R Network for support of high-quality child care and the early education workforce, the State Infant & Early Childhood Mental Health Project (IECMH), and the County Child Care in Public Space Program (CCIPS). ECS staffs the Commission on Child Care and Early Childhood Coordinating Council (ECCC). ECS oversees several contractual services including community-based Pre-Kindergarten, home visiting, and family support.

This position will oversee the Community Development Financial Institution (CDFI) project as designated in the Early Care and Education Initiative (ECEI) with planning, developing, and financing child care programs, particularly in areas that have limited access to resources. Work will include:

  • Launch and manage major contract/project with CDFI contractor to oversee child care quality expansion projects to include ongoing reviews, and financial portfolio reviews.
  • Provide strategic guidance to the CDFI on marketing initiatives targeting key outlets, offering advice on effective strategies.
  • Montor implementation process of quality expansion funding for childcare providers, to ensure aspects such as design build-out, capital financing, credit enhancement, operational support, and technical assistance are carried out.
  • Track and assess policies that could impact program success.
  • Serve as liaison between child care providers and CDFI.
  • Communicate, collaborate, and partner with a variety of internal and external stakeholders.
  • Assist with monitoring major capital improvement projects in the Early Care and Education Initiative (ECEI) from the 4-year Action Plan, and any new projects as they are developed.
  • Gather and analyze relevant date metrics to assess the impact and effectiveness of the CDFI project.

Minimum Qualifications


Experience:
Thorough five (5) years professional experience in financial project management, community banking or within the financial industry.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted


Preferred Criteria


There is no Preferred Criteria.
All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Experience in financial project management.
  • Experience in planning, developing, executing, and monitoring contract work.
  • Experience in community outreach and using outreach tools (i.e. surveys, forums, focus groups).
  • Experience working with or knowledge of the child care industry.
  • Experience working with stakeholders and the community.
  • Expert skills with Excel, Word, PowerPoint, and project tracking applications
