Montgomery County Government is Hiring a Program Manager II (Children Youth and Family Services, Linkages to Learning), Grade 25 Near Rockville, MD

The Department of Health and Human Services is responsible for delivery of the County’s public health and human services that the needs of our community’s most vulnerable children, adults, and seniors. The Department provides services through more than 120 programs at more than 20 locations. With 1,750 employees, the Department of Health and Human Services is the largest County Department.

About the Position:

This position is located in the Department’s Children, Youth and Family Services (CYF) division under the umbrella of Child/Adolescent School & Community-Based Services.

Linkages to Learning (LTL) is a community school partnership with an integrated focus on health, social services, and community development and engagement to support student learning, strong families, and healthy communities. It is an award-winning prevention and intervention initiative established by the Montgomery County Department of Health and Human Services, Montgomery County Public Schools and local public and private nonprofit agencies. Linkages to Learning assists students and their families by providing or connecting them to services and resources that address the social, economic, health, and emotional issues that may interfere with student success. Linkages to Learning assists whole school communities by bringing additional partners and resources to the school to offer a range of supports and opportunities to students and families. Services are provided in elementary and middle school communities with high indicators of poverty and currently operates in 31 schools.

Position Duties:

  • Provide regular and ongoing technical assistance and training on case management, community school coordination, youth development services and therapeutic recreation to contractor staff providing Linkages to Learning (LTL) and other related school-based services
  • Develop policies and procedures across all contracts for effective provision of case management, community school coordination, youth development services and therapeutic recreation services in school-based settings, with input from contractor staff and supervisors
  • Provide regular collaboration and partnership opportunities between contractors providing Linkages to Learning and other related school-based services through the facilitation of regular team meetings, shared learning experiences, and trainings
  • Meet regularly with individual contractor staff and supervisors to collect input on successes, challenges, and training needs and provide regular feedback of common needs and successes across the LTL partnership and other related school-based services within the Central Office administrative team
  • Conduct regular site visits to support contractor service delivery and provide hands on technical assistance
  • Analyze contractor-submitted outcome and output data for trends, highlights, and gaps in service and organize data in into easily understandable formats for dissemination to multiple stakeholders
  • Develop and implement regular survey/other inquiry techniques for effective solicitation of information needed in order to assess trends in real time and/or respond to County Executive/County Council inquiries
  • Develop and implement strong communication strategies that include and are relevant to all stakeholders, including residents served, to ensure implementation of policies and procedures and sustain needed outreach, education, health/wellness promotion, consumer engagement and leadership
  • Collect and share important LTL and other related school-based services initiative-wide information/updates, outcomes, success stories and/or qualitative indicators of impact via visual presentations and social media
  • Oversees development of grant proposals for funding current, new, or expanded programs

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Experience: Thorough five (5) years professional experience working in and/or with School-based programs and/or Positive Youth Development services focusing on community school coordination, therapeutic recreation and/or case management.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

LICENSE REQUIREMENT: Possession and maintenance of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Knowledge of, and proficiency in using, the concepts, theories, principles, methods, techniques and generally-accepted practices of professional case management, community school coordination, therapeutic recreation and positive youth development to support contractors in the provision of services to persons from a variety of cultural backgrounds experiencing abuse/neglect, disability, family conflict, homelessness or other socioeconomic matters, including knowledge of professional ethics and standards-of-practice, socioeconomic/cultural factors, and interpersonal dynamics
  • Interpersonal skills to interact with others in a professional, customer service-oriented manner; this includes skill in establishing and maintaining effective professional working relationships with co-workers, community members, clients, community agencies, and contractors, and working as a member of an interdisciplinary professional team
  • Skills in written and oral communication to understand written and verbal information, draw inferences, form hypotheses, and develop logical arguments, and to express such information in writing, in visual presentation, and verbally so that others will understand
  • Knowledge of and proficiency in using the practices of community organization, team building, and partnership development between community organizations who provide social support services
