Montgomery County Government is Hiring a Program Manager I (Facilities and ADA), Grade N23 Near Rockville, MD

GENERAL POSITION SUMMARY:

Montgomery County Public Libraries (MCPL) is seeking a Facilities and Security Program Manager I. This position will assist the Assistant Director for Facilities and ADA with facilities management of the 21 library branches and the Collection Management Warehouse. In addition, this position will be responsible for serving as the liaison to Security, OEHMS, and Risk Management. In consultation with the Assistant Director for Facilities and ADA, the Program Manager will write State grant application(s) and coordinate updates to the State for grant funded renovation projects.

Essential Duties/Major Responsibilities:

The Facilities and Security Program Manager, reporting to the Assistant Director for Facilities and ADA will primarily be responsible for the following:

  • Assists with facilities management of 21 library branches and the Collection Management Warehouse: Provides chargeback codes for FMOS repairs and maintenance requests, submits moving services requests for surplus or broken furniture, visits branches to check on facilities issues, meets with property managers at branches for maintenance and or projects, meets with contractors at branches to address facilities and or security issues. Coordinates facilities needs with the Department of General Services (DGS) staff; liaises with building branch supervisors to determine needs, tracks, and follow-up on work orders for 22 locations. Maintains and updates Facilities links in SharePoint.
  • Serves as the liaison to county security. Liaises with County security to maintain access and identification cards for employees and library tenants including, but not limited to submittals for access cards for appropriate branches/departments, deactivating and reissuing lost, damaged, and stolen cards and security codes.
  • Coordinates and implements regular and ongoing security, safety, and emergency preparedness training for all staff on areas including but not limited to, workplace safety, emergency evacuation drills, active shooter, de-escalation, defensive driving, etc. Works with the Staff Development Coordinator to identify and schedule staff security-related training.
  • Oversees security issues related to public disruptive behavior that occurs at branches and administrative offices including, but not limited to incident reports, banning process, subpoenas.
  • Serves on the LMRC (Labor Management Relations Committee).
  • Manages the development and maintenance of a new emergency procedures manual for the department; ensures emergency manuals are up to date at all facilities.
  • Writes grant application(s) for State Capital program and coordinates updates to the State.

This position requires the incumbent to work a flexible work schedule that may include working core work hours, as well as working flexible work hours (i.e., early morning, evening, and/or weekend work).

Minimum Qualifications


Minimum Qualifications
:

Experience: Three (3) years of multiple building facilities management experience.

Education: Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Required: Possession of a valid driver’s license and ability to travel between library buildings.


Preferred Criteria


Preferred Criteria
:

  • Experience working in a library, school, museum, or equivalent organization.
  • Grant writing experience.
  • Advanced proficiency with Microsoft Office Suite and Office 365.
