(1) Current Montgomery County Government employees;

(2) Montgomery County employees who were affected by reduction-in-force and currently have RIF priority rights;

(3) Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP)

If you are interested in working for the Montgomery County Department of Health and Human Services, we invite qualified candidates to apply for our Program Manager II (Human Resources) position.

This position will serve on a team of human resource professionals who support human resources operations for eight service areas and support over 2000 employees.This is a full performance professional human resource expert that will have full technical responsibility for all aspects of the human resources program and operations.

This Program Manager II will liaise with the Office of Human Resources, Occupational Medical Services, MC Time, the Office of Management and Budget, Benefits, ERP team, and others to administer departmental HR activities and initiatives.Responsibilities include consolidating, overseeing all aspects of human resources work for services areas and responsible for administrative processing of tasks and transactions relating to Employment, Compensation, Training, Wage Equity, Orientation and other employee services to support services areas and provide for over 2000 union and non-union employees.

Program Management Duties Include :
  • Employment - Perform all recruitment efforts; perform salary equity studies, onboard/exit interviews, and other related duties.
  • Oversee position management and MCTime process for service areas.
  • Compensation - Review position classification process for service areas and wage-equity for job selections to include all job groups for HHS. This position makes recommendation of the costs and potential budget impacts to the department.
  • Manage Merit Process for HHS and biweekly Orientation for the whole department.
  • Training Compliance, Recognition - monitor, arrange and ensure all mandatory training is completed and up to date; Manage and participate in HHS Recognition and Award Program.
  • The incumbent must possess a thorough understanding of professional personnel principles and knowledge of applicable federal, state, and local employment laws and regulations. Minimum Qualifications
Minimum Qualifications :

Experience :Five (5) years of professional Human Resources generalist experience in the areas of Human Resources Management/Personnel Administration, Employment, Employee Relations, Compensation, and/or Human Resources Development within a large organization of 1000 people or more.

Education :Graduation from an accredited college or university with a bachelors degree.

Equivalency :An equivalent combination of education and experience may be substituted.
