Aging and Disability Services

The Department of Health and Human Services is responsible for delivery of the County’s public health and human services that the needs of our community’s most vulnerable children, adults and seniors. The Department provides services through more than 120 programs at more than 20 locations. With 1,750 employees, the Department of Health and Human Services is the largest County Department.

ABOUT THE POSITION:

This position is located in the Department’s Aging and Disability Services division. The Area Agency on Aging (AAA) is responsible for assuring the development and implementation of a coordinated network of services designed to allow persons with disabilities and older adults to avoid nursing home placement and remain as independent and safely as possible in the community. This responsibility includes coordinating plans and programs for all County departments, offices and agencies providing services to persons with disabilities, older adults and their families. The AAA Director sets AAA goals and objectives and assigns and directs staff to assure completion of duties and tasks. Leads Task forces, groups and interagency personnel in the development of policies and programs. Represents the County in meetings before State and Federal officials and give testimony on public policy on the needs and services pertinent to persons with disabilities, older adults and their caregivers.

POSITION DUTIES:

  • Support Transportation related innovations in the County in partnership with DOT, the Recreation Department, volunteer organizations and transportation agencies.
  • Inform the public and professionals about transportation options for older adults and persons with disabilities through multiple channels, and about older driver safety. Ensure regular outreach to communities of color.
  • Work closely with the Age Friendly Montgomery Advisory group, its Mobility and Transportation work group, the All Around the County Consumer Advisory Group and the County Pedestrian Safety Committee.
  • Engage in service integration activities within HHS. Develop and implement activities to educate the public and professionals about older driver’s safety.
  • Provide staff support to the Commission on Aging (COA) , its Executive Committee and Public Policy Committee. Coordinate monthly with other AAA staff supporting other committees of the COA. Work with COA to organize its annual legislative breakfast and its public forum. Attend in-person meetings throughout the County.
  • Assist COA with interviewing COA applicants and provide orientation to new Commissioners once appointed.
  • Ensure COA complies with all County BCCs rules regulations and protocols.
  • Designated as A&D staff to review proposed State Legislation affecting older adults during the General Assembly session every year and document potential impact in the County legislation review database.
  • Work on special projects as assigned by supervisor.
  • Manage and monitor assigned contracts, to include in-person visits to vendors location, contractual employees, and grants according to Federal and State grant requirements, County procurements regulations and HHS protocols, including HHS equity principles. Develop new initiatives funded by the County TSIF as approved by the CE and County Council.

Minimum Qualifications


Minimum Qualifications

Experience: Extensive (seven (7) years) professional administrative experience in the area of public relations or program management in public sector Aging and Disability Services.

Education: Graduation from an accredited college or university with a Bachelor's Degree in Public or Business Administration, or related fields.

Equivalency: An equivalent combination of experience and education may be substituted.

License: Possession and maintenance at all times of a valid driver’s license from your state of residency.

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:

  • Thorough knowledge of principles, best practices, requirements, systems, procedures and methods appropriate to mobility and transportation systems.
  • Thorough knowledge of the principles and practices of contract administration, budget and financial management.
  • In-depth knowledge of selected Federal, State and County laws and regulations pertinent to assigned duties.
