Montgomery County Government is Hiring a Program Manager I (Children Youth and Family Services, Street Outreach/Positive Youth Development), Grade 23 Near Rockville, MD

The Department provides services through more than 120 programs at more than 20 locations. With 1,750 employees, the Department of Health and Human Services is the largest County Department.

About the Position:

This position is located in the Department’s Children, Youth and Family Services division. The Position Youth Development, Street Outreach Program focuses on providing culturally-based and trauma-informed positive youth development services, including violence prevention; gang prevention; and intervention for those youth who are at-risk of gang involvement and those already involved in gang activity; and youth and their families who may have been involved in or exposed to violence. The key elements include a Positive Youth Development Administrator who manages and monitors the Up-County and Down-County Youth Opportunity Centers, four High School Wellness Centers, the Safe Space Program, and the Street Outreach Network. Services and supports are provided through community-based work, community education, and partnerships. This program works closely with the Police Department, MCPS, State's Attorney's Office, Recreation Department, other HHS divisions, Libraries, and other community groups to address gang and youth violence issues throughout the County.

This Program Manager I is the team leader who will provide field supervision to nine (9) outreach workers from the Street Outreach Network (SON) which includes on-the-spot supplemental supports to reduce risk and liability for SON staff, as well as on-the-spot trouble shooting to improve service delivery from the SON.

Additionally, the team leader will:

  • ensure SON staff have adequate operational supports in the field both in the schools and the community.
  • be liaison with partner agencies, including Montgomery County Police Department (MCPD), Montgomery County Recreation Department (MCRD), Montgomery County Public Schools (MCPS), State's Attorney's Office (SAO), and Community partners related to collaborative problem solving related to gang violence.
  • coordinate yearly trainings and re-certifications for SON staff.
  • work with HHS PYD Administrator to ensure all data collection is accurate.
  • work with SON staff and Office Service Coordinator to ensure all required paperwork and information related to SON operational expenditures are completed accurately and in a timely fashion.
  • provide community stakeholders with information related to services offered by the SON Team leader
  • be responsible for supporting and sustaining a spirit of teamwork and unity within the SON.
  • be responsible for performance evaluation of SON staff as well as additional administrative duties at the discretion of the HHS PYD Administrator.

The selected candidate will be required to successfully complete a criminal background check and a medical history review.

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Experience: Three (3) years of experience in a youth development program that includes specialization in both youth and gang violence prevention and intervention services.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job related duties.

Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:
