Montgomery County Government is Hiring a Program Specialist (Blueprint Coordinator). Grade 21 Near Rockville, MD

The Department provides services through more than 120 programs at more than 20 locations. With 2,000 employees, the Department of Health and Human Services is the largest County Department.

About the Position:

NOTE: This position requires working with a multilingual community. The successful candidate will be required to pass a Basic proficiency Spanish/English language examination assessing the following skills: oral communication, reading comprehension, and interpreting. Additionally, the Department prefers that the selected candidate be certified in Advanced proficiency. For Advanced proficiency, the candidate must also pass an examination requiring translating text from Spanish to English and vice versa.

This position is assigned to Early Childhood Services in the Children, Youth and Family Services division of the Department of Health and Human Services. This position reports directly to the Manager for Child Care Support Services.

Early Childhood Services (ECS) serves children from birth to age five with services that support families, early care and education programs, and the community. The program administers the Federally mandated Infants and Toddlers Program (ITP) in collaboration with Montgomery County Public Schools (MSPC), the County’s Resource and Referral Center (R&R) as part of the statewide CCRC Network for support of high-quality child care and the early education workforce, the State Infant & Early Childhood Mental Health Project (IECMH), and the County Child Care in Public Space Program (CCIPS). ECS staffs the Commission on Child Care and Early Childhood Coordinating Council (ECCC). ECS oversees several contractual services including community-based Pre-Kindergarten, home visiting, and family support.

This position will support the County’s expansion of the Maryland Blueprint through community engagement, outreach, and technical assistance as well as represent the County in stakeholder engagement. Work will include:

  • Coordinate and centralize messaging for Blueprint awareness and understanding
  • Conduct recruitment efforts to the child care community for participation in the Maryland Blueprint grant
  • Provide technical assistance to programs with the application process for the Maryland Blueprint grant
  • In collaboration with MCPS, provide ongoing supports to programs awarded with the Maryland Blueprint grant
  • Coordinate and collaborate partnerships with Stakeholders
  • Collect and analyze data related to Maryland Blueprint

Minimum Qualifications


Experience
: Two years’ experience working in a regulated child care program in an administrative capacity, or with an agency that provides support to child care programs.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted
Possession and maintenance at all times of a valid Class C (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.

Preferred Criteria

There are no Preference Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Four years working in a regulated child care program in an administrative capacity, or with an agency that provides support child care programs.
  • Experience utilizing Maryland’s child care delivery system related to regulations (COMAR) and quality improvement areas (accreditation, Maryland EXCELS)
  • Experience supporting Maryland’s recognized professional development pathways (Child Development Association, Maryland Child Care Credential, higher education)
  • Demonstrated experience with grant writing and submissions
  • Demonstrated experience working collaboratively with diverse groups of stakeholders
  • Demonstrated experience utilizing effective communication skills
