Montgomery County Government is Hiring an Administrative Specialist II (Connector Entity and Child Care Subsidy Programs), Grade N21 Near Rockville, MD

This is a TERM position budgeted through 7/1/2023. Continued employment beyond this date is contingent on the extension of funding and is not guaranteed.

The Department of Health and Human Services is responsible for delivery of the County's public health and human services that the needs of our community's most vulnerable children, adults and seniors. The Department provides services through more than 120 programs at more than 20 locations. With 1,750 employees, the Department of Health and Human Services is the largest County Department.

About the Position:

This position is located in the Department's Children, Youth and Family Services, Office of Eligibility and Support Services.

The Office of Eligibility and Support Services (OESS) serves low-income families and individuals facing significant challenges in meeting basic needs to include food, medical coverage, shelter, and child care. OESS determines eligibility for Temporary Cash Assistance (TCA); Temporary Disability Assistance Program (TDAP); Refugee Cash Assistance; Supplemental Nutrition Assistance Program (SNAP- formerly known as Food Stamps); Medical Assistance for the Aged, Blind, and Disabled (including long-term care); and the Affordable Care Act which includes Community Medical Assistance, Maryland Children's Health Program, Medical Assistance for Families and Children and Refugee Medical Assistance. This program also administers the County's Working Parents Assistance (WPA) Program that provides child care subsidy for county residents who are over the income eligibility for Maryland Child Care Subsidy Program (CCSP) and determines eligibility for the County's healthcare for the uninsured (Maternity Partnership, Care for Kids, Senior Dental Program, and Montgomery Cares).

This position will oversee and monitor the complete budget and operating expenditures for the County's Working Parents Assistance (WPA) and the Connector Entity (the Affordable Care Act) programs. The Administrative Specialist II is responsible for high-level, professional work in support of the Connector Entity and the Child Care Subsidy programs, including contract development and administration, invoice review and processing, reporting, and advising senior leadership of current/projected grants management concerns as well as potential cures for their timely resolution.

Major Job Duties:

  • Regularly monitor the use of funds awarded to the Connector Entity Program and complete budgetary modifications as needed; ensuring the appropriate use of resources and the timely submission of required documentation to state funders.
  • Conduct research and prepare reports; frequently requiring the compilation and analysis of data.
  • Monitor procurement/contract actions to ensure accuracy, compliance, and the disbursement of payments.
  • Establish and coordinate grant deliverables in order to meet required deadlines and assure efficient workflow processes throughout the Connector Entity Program.
  • Review incoming correspondence from state funders and internal DHHS units to prepare timely and comprehensive responses.
  • Serve as a staff liaison with agencies in Montgomery County Government, state agencies, private groups and community organizations.
  • Establish and maintain positive working relationships with state agencies, Montgomery County government representatives, internal and external to DHHS, and community partners.

The selected candidate will be required to successfully complete a criminal background check and a medical history review.

Minimum Qualifications

Experience: Two (2) years of professional administrative experience related to budget preparation, procurement, grants, or fiscal control.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.Preferred Criteria
