About the positions:

OHR is seeking driven, enthusiastic, customer-centric, and self-motivated Human Resources Specialists (Recruiters) to join OHR’s collaborative and innovative Recruitment and Selection Team. This team is dedicated to advancing the mission of Montgomery County by facilitating an equitable recruitment and screening process resulting in a diverse and inclusive workforce. The incumbents will work in partnership with County leaders to actively seek out and court candidates, develop candidate pipelines and ease the recruitment and selection process for both candidates and hiring managers.

Duties Include:

  • Partners with hiring managers and HR liaisons to understand current and anticipated future hiring needs and proactively identifies strategic recruiting solutions to meet those needs.
  • Manages the full cycle recruitment process for positions in assigned business units.
  • Develops and executes innovative recruiting and sourcing strategies, including use of social media, web searches, referrals, and industry-specific sources, to ensure a pipeline of highly qualified talent
  • Proactively develop pools of qualified candidates, in advance of need
  • Manage candidates seamlessly through the interview process
  • Regularly update hiring managers and others regarding the status of recruitment activities
  • Develop, deliver, and support training for relevant staffing activities
  • Create and maintain best practices for recruitment and diverse talent sourcing
  • Performs salary analysis and negotiates salary offers with applicants
  • Facilitates delivery of an exceptional customer and applicant experience.
  • Provides guidance on merit system principles, prohibited personnel practices and the development and use of valid selection criteria.

To perform the job successfully, candidates should be:

  • Excellent communications skills and demonstrated “can-do” approach to employee sourcing
  • Experience working in a highly collaborative culture to deliver a high-quality talent sourcing program
  • Experience utilizing job boards and social media sourcing tools
  • Experience conducting outreach, hosting community events, and networking with colleges, universities, professional and other organizations to recruit candidates

Salary range for this class of work:

Grade N18 : $54,583 (minimum) – $86,103 (maximum) Anticipated salary range for this position if filled at the this level is $54,583 (minimum) – $70,343 maximum)

Grade N22 : $64,426 (minimum) - $102,682 (maximum) Anticipated salary range for this position if filled at the this level is $64,426 (minimum) – $83,552 maximum)

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Education: Bachelor's degree from an accredited college or university in Business or Public Administration or related field.

Experience : Positions may be filled at the Human Resources Specialist I or II level as follows:

  • Human Resources Specialist I, Grade N18 , we require one year of applicable professional experience in Recruitment.
  • Human Resources Specialist II Grade N22 , we require two years of applicable professional experience in Recruitment.

Equivalency: An equivalent combination of education and experience may be substituted. Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with education and experience in the following:

  • Active sourcing of candidates, using social media and other resources.
  • Forging and maintaining productive partnerships to support recruitment activities.
  • Leading and participating in HR project teams to develop and implement enhanced processes, procedures, and systems.
  • Using Human Resources Information Systems and applications.
  • Using Applicant Tracking Systems
