OHR seeks Performance Management and Data Analysts that will play a vital role in optimizing our talent acquisition processes through data-driven insights and strategic analysis. You will support the Talent Acquisition Manager in managing classification & compensation processes and recruitment and selection initiatives. This is an excellent opportunity for a skilled analyst or someone new to the field who is eager to learn and grow within a dynamic HR environment. Additionally, you will serve as the back-up system administrator for our Applicant Tracking System.

These positions may be underfilled at the Performance Management and Data Analyst I (Grade N21) level or the Performance Management and Data Analyst II (Grade N25) level with future opportunity to non-competitively advance to the Performance Management and Data Analyst III (Grade N28) based on performance and qualifications.

The Performance Management and Data Analyst will:

  • Conduct data analysis to identify trends, patterns, and opportunities for improvement in classification & compensation, recruitment, and selection processes.
  • Collaborate with the Talent Acquisition Manager to develop and implement performance management frameworks and data analytics strategies to enhance talent acquisition processes.
  • Support the Talent Acquisition Manager in managing classification & compensation processes, including job evaluation, salary benchmarking, and compensation analysis.
  • Assist in recruitment and selection activities, such as job posting, candidate screening, interviewing, and offer management.
  • Serve as a back-up system administrator for the Applicant Tracking System, including system configuration, user support, troubleshooting, and reporting.
  • Generate reports, dashboards, and visualizations to communicate recruitment metrics, performance trends, and actionable insights to stakeholders.
  • Collaborate with cross-functional teams to gather HR data requirements, develop data models, and implement data-driven solutions to optimize talent acquisition practices.

Additional Information

The selected candidate must have strong critical and conceptual thinking ability coupled with qualitative and quantitative analytical skills. In addition, this position requires the ability to quickly pivot and adapt to changes while building and maintaining relationships with peers, managers, and other stakeholders.

The ability to plan, organize and manage numerous priorities and recognize the need to maintain confidentiality and appropriately communicate sensitive information with tact and discretion is critical to successful performance.

The anticipated salary range for this position is the following:

  • Performance Management and Data Analyst I, Grade N21: $63,642 (minimum) – $82,408 (maximum)
  • Performance Management and Data Analyst II, Grade N25: $75,368 (minimum) – $98,158 (maximum)
  • Performance Management and Data Analyst III, Grade N28: $85,544 (minimum) – $112,039 (maximum)

Minimum Qualifications


If filled at the Performance Management and Data Analyst I

Education: Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.

Experience: Two (2) years of professional experience performing data analysis and interpretation, program evaluation and/or process improvement in an academic, data administration or business data analytics environment.

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.

If filled at the Performance Management and Data Analyst II

Education: Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.

Experience: Three (3) years of professional experience performing data analysis and interpretation, program evaluation, and/or process improvement in an academic, data administration or business data analytics environment.

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.

If filled at the Performance Management and Data Analyst III

Education: Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.

Experience: Four (4) years of professional experience performing data analysis and interpretation, program evaluation and/or process improvement in an academic, data administration or business data analytics environment.

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.
