Montgomery County Government is Hiring a Program Manager I (Behavioral Health and Crisis Services, Local Behavioral Health Authority), Grade N23 Near Rockville, MD

About the Position:

This position is located in the Department’s Behavioral Health and Crisis Services division, Local Behavioral Health Authority.

The LBHA is the local behavioral health, (mental health and substance abuse) authority in the County. The LBHA strives to ensure that behavioral health consumers have access to quality treatment and rehabilitation services. They provide for the planning, oversight, monitoring, evaluation, and service development of the Public Mental Health System which consists of community-based services in Montgomery County. Although the LBHA does not provide direct services, they do monitor and plan for current and future behavioral health services in Montgomery County across the life span.

The primary duties of this position are to provide administrative, budget, fiscal, and technical assistance to the BHCS Treatment Services programs and services. In that capacity the incumbent:

  • Prepares Behavioral Health Administration/Maryland Dept of Health, and other grants for Montgomery County, budgets, budget supplements, expenditures, and the allocation of funds for contracts.
  • Monitors the budget expenditures of the BHCS Treatment Services programs and works with managers to modify their budgets and spending patterns as necessary.
  • Works with the Treatment Manager and the Service Area Administrative Coordinator to analyze expenditures for the quarterly analyses required by the Department's Budget Team and participates in meetings swell as other administrative team meetings.
  • Prepares budget and journal entries to keep the BHCS Treatment budgets correctly appropriated, monitors budget expenditures and assures that expenditures charged to the correct accounting codes.
  • Works in conjunction with LBHA colleagues to prepare the LBHA Plan and Budget Narrative.
  • Leads responsibility for the year-end closeout of the Treatment program expenditures including identifying liquidations and accruals, where necessary.
  • Assists state audits and prepares materials for Montgomery County Finance Department, OMB and BHA.

The anticipated salary range for this position is (minimum) $67,206 - $87,287 (maximum).

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Experience: Considerable (3 years of) professional experience in with budget management, accounting, or grants management.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Ability to communicate effectively, both orally and written.
  • Skill in operating desk top computers and word processing, especially utilizing a variety of software packages, including but not limited to Access, Excel, Work, Visio, Power Point, Windows XP and Outlook 365.
