OHR seeks an experienced, skilled and highly motivated Professional Learning and Organizational Development Manager to plan and lead the learning, education, career, organizational development and performance management programs within Montgomery County Government.

The selected employee will serve as OHR’s lead for professional learning and organizational development including design, development, implementation and evaluation of County-wide career development programs and initiatives. This work includes, but is not limited to, coordinating the development of training and professional development programs, designing frameworks for succession planning and career growth, and creating and administering employee engagement, recognition, and lifecycle programs.

The Professional Learning and Organizational Development Manager leads a team that is responsible for core work of onboarding and supporting new workers, upskilling and supporting continuous learning for experienced professionals AND to grow, develop and retain existing employees!

The Professional Learning and Organizational Development Manager will:

  • Supervise and lead a dynamic and knowledgeable team of human resources professionals to successfully reach performance targets and assigned programmatic outcomes.
  • Lead programmatic development connected to the full employee life cycle, from new employee orientation to exiting procedures.
  • Strengthen and manage enterprise-wide employee engagement and recognition activities.
  • Maintain and modernize the comprehensive performance evaluation process for all County employees.
  • Leverage partnerships with internal and external instructors/agencies to provide a full range of professional development activities for employees, emerging leaders, new supervisors and senior managers.
  • Coordinate the annual calendar of professional development and training opportunities.
  • Develop professional learning plans and pathways for employees.

To be a successful Professional Learning and Organizational Development Manager, you must have:

  • A passion for learning and development, with which you stay abreast of the latest developments in learning trends, changes in learning theory, and developments in learning technologies.
  • Practical knowledge of adult learning strategies, instructional design, and training methodologies.
  • Effective leadership abilities to guide and motivate teams, departments, or individuals toward common organizational goals.
  • Data analytics skills to make data-informed decisions when developing targeted learning and development programs that align with the overall strategic goals of the organization.
  • Excellent communication and interpersonal skills, with the ability to build relationships with stakeholders at all levels of the organization.
  • Familiarity with learning management systems (LMS), e-learning platforms, and other technological tools that enhance the delivery and tracking of learning initiatives.

Additional Information:

As a manager/supervisor working in a union environment, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

This position requires the ability to attend meetings or perform work at locations outside the office.

This position MAY require occasional work during non- traditional hours to include early mornings, evenings/nights, weekends.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Salary range for this class of work: $88,993 (minimum) – $157,528 (maximum)
The anticipated salary range for this position is $88,993 (minimum) – $123,260 (maximum)

Minimum Qualifications


Education:
Graduation from an accredited college or university with a Bachelor’s Degree.

Experience: Five (5) years of progressively responsible experience in Training, Professional Development and/or Organizational Development, or other related human resources program management.

Equivalency: An equivalent combination of experience and education may be substituted.
