OHR seeks a high performing, skilled and committed manager to lead the Recruitment and Selection Division in sourcing and recruiting a diverse, highly qualified talent pool across the County’s 35 departments and agencies and to be part of improving the employee experience throughout the career span.

The Recruitment and Selection Manager have the following areas in your portfolio and will:

  • Recruit top talent - Create and implement a forward-thinking and sustainable strategy for scouting and attracting candidates to County service, making strategic investments in tools, outreach and education events and making connections to public schools, institutions of higher education, and other sources to create pools of talent to meet the County’s staffing needs.
  • Elevate and modernize delivery of the County’s recruitment program - Develop, standardize, and enhance current processes and policies to improve candidate experience, reduce time to fill, and train and grow recruitment professionals.
  • Lead strategic collaborations with hiring leaders – Lead, advise and guide development of strategic workforce plans engage with the County’s hiring managers to deliver candidates to meet current hiring needs, to forecast and attend to future hiring needs, and promote Montgomery County as a premier employer regionally and nationally.
  • As the Recruitment and Selection Manager, you will:
  • Manage assigned staff and resources to delivery high quality recruitment services.
  • Develop and manage recruitment advertising, sourcing, and communication strategies.
  • Provide consultation and represent the County as needed in relevant matters under review by EEO, Merit System Protection Board, grievances, workers compensation, as well as in union negotiations related to recruitment and promotion issues.

To be a successful Recruitment & Selection Manager, you must:

  • Demonstrate progressively responsible experience establishing the work program of and leading recruitment and hiring activities.
  • Have excellent interpersonal skills; verbal and written communication skills and you are an active listener.
  • Have strong customer service, human-centric, relationship and team management skills
  • Have experience leading data-driven improvements, managing and analyzing relevant data.
  • Be gifted in managing multiple and competing priorities and possess the necessary diplomacy to navigate a work environment where there are competing goals.
  • Establish and maintain strong professional relationships with internal and external customers.

Additional Information:

As a manager/supervisor working in a union environment, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

This position requires the ability to attend meetings or perform work at locations outside the office. This position MAY require work during non- traditional hours to include early mornings, evenings/nights, weekends.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

The anticipated salary range for this position is $86,401 (minimum) - $119,670 (maximum).

Minimum Qualifications


Education:
Graduation from an accredited college or university with a Bachelor’s Degree.

Experience: Five (5) years of progressively responsible experience in Recruitment and Selection or related human resources programs.

Equivalency: An equivalent combination of experience and education may be substituted.

Preferred Criteria


There are no preferred criteria for this position.
Applicants meeting the minimum qualifications will be placed on the eligible list with a rating of Qualified and will be eligible for interview.

Selection for interview will be based on the following criterion:

  • Experience leading and managing recruitment and selection programs and processes;
  • Experience managing and supervising teams, including training and performance management;
  • Expertise in sourcing tools and recruitment outreach and education strategies;
  • Working knowledge of labor and employment laws and legislation [such as: EEO, FMLA, FLSA, ADA, Pay Equity Act, Racial Equity and Social Justice Act, Ban the Box, Personnel Regulations, Collective Bargaining Agreements, etc.].
  • Experience implementing human resource information systems,
  • SHRM certification.
