Job Summary Description:

The Department of General Services (DGS), is seeking a Program Manager I to be part of a team of to manage the contract process and record-keeping in support of all its divisions. The total Department contracts portfolio consists of 350 contracts covering construction, fleet operations, facilities maintenance, print and mail and grants administration. The successful candidate will administer the county grant program, develop solicitations, contracts, contract amendments and other contract-related documents, prepare and distribute various contract monitoring reports, and coordinate with vendors to obtain contract-required documents such as contractor insurance certificates. The successful candidate will provide support when the Department receives requests under the Maryland Public Information Act.

Duties include preparing requisition requests; drafting and finalizing contracts, contract amendments, letters and memoranda; data entry and data management; preparation of reports; records and files creation and maintenance. The ideal candidate will have an excellent working knowledge of County grant funding requirements and must be able to effectively use software programs such as Oracle Financial System, Microsoft Word, Excel, and PowerPoint.

This employee will be responsible for coordination with internal units within DGS and with external offices such as the Department of Finance, Risk Management, Office of the County Attorney and the Office of Procurement. The incumbent will be expected to work well in a team environment, including administrative and professional staff, to ensure the successful implementation of the Department of General Services contracts.

The incumbent will provide support to divisional technical staff participating in pre-submission conferences. The incumbent will be responsible for ensuring deadlines for contracts and actions assigned under its portfolio are met. The successful candidate will have a proactive attitude towards problem solving and goal attainment.

Minimum Qualifications

Minimum Experience:

Three (3) years of administrative experience in procurement/public contracting or experience utilizing software programs to provide administrative support for computerized report preparation.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

Preferred Criteria: Resume should include information specific to the preferred criteria listed below.

  • Experience with and ability to effectively utilize software programs such as Microsoft Word, Excel, Outlook, Access, and experience in data entry and data management.
  • Experience and broad knowledge of organizational functions (i.e. County Government functions), as they relate to public contracting.
  • Experience with Computerized financial systems for creating requisitions and performing queries such as historical vendor payment details and analysis of usage by Departments within the County. Experience with the County’s computerized financial systems (ORACLE) is preferred.
  • Experience communicating effectively both orally and in writing (i.e. preparing requisition requests, drafting and finalizing contracts, contract amendments, letters and memoranda, reports, etc.)
  • Experience dealing tactfully and effectively with various individuals such as Division staff, other County staff, vendors, and the public.
