About the Montgomery County Department of Transportation (MCDOT)

The mission of the Montgomery County Department of Transportation (MCDOT) is to move people and connect places with seamless, equitable transportation options that are safe, environmentally responsible, and support economic growth and vibrancy in Montgomery County. The Department has five divisions; these include Highway Services, Parking Management, Transit Services, Traffic Engineering and Operations, and Transportation Engineering. We are a large organization with over 1,200 employees and a dedicated County budget of 255 million.

About the Division of Transit Services:

The Division of Transit Services coordinates transit services in Montgomery County. Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities, and many other essential destinations. The Division plans, schedules and manages the County's Ride On bus system consisting of County owned and operated buses. The Ride On system is designed to complement the service provided by the other transit providers in the County and provides almost 30 million trips per year. The Division also regulates the operation of taxicabs services in the County.

WHAT YOU WILL BE DOING:

The Division of Transit Services seeks to fill a Program Specialist II (Marketing Specialist) position. This position is responsible for devising and implementing transit marketing plans and strategies to influence citizens, employers and employees to substitute multi-passenger forms of transportation for single occupant vehicle commutation, and to provide technical assistance to developers and employers in formulating, developing and implementing traffic control plans/traffic mitigation agreements.

Duties include but are not limited to the following:

  • Update the annual marketing plan document with granular detail by month, so as to capture every key event and action that should be repeated annually.
  • Improve Customer Communications by continuing implementation of the team’s Integrated Marketing Communications (IMC) Plan.
  • Maintain the purchase order template tracking tool by entering new purchase orders and DPOs, as well as all payments made to the vendors.
  • Improve customer satisfaction/communications by leading the on-time design, production, and distribution of high-quality bus route timetables, 500 neighborhood maps for bus shelters, and station information aids (SIAs) for the Silver Spring Metro Station.
  • Manage the receipt and fulfillment of Public Service Announcement requests, working collaboratively with advertising partners, Vector Media USA and Cumulus Radio (WMAL).
  • Improve customer service by leading the design, production, and installation of bus cards, palm cards, posters, flyers, and operator notices to improve the quality of our customer perceptions.
  • Improve customer service and communications by leading outreach efforts such as the MC Ag Fair, Give and Ride, and 6 to 8 customer appreciation days at transit centers and Metro stations.
  • Lead the planning and execution of anniversary outreach events like the Ride On annual anniversary and the Flex, Flash, and Ride On extRa anniversaries.
  • Lead the recruitment, staffing, and management of Title VI customer advisory groups (TAG and other outreach efforts) to achieve compliance with Title VI requirements. Add high school students, as well as Spanish, Chinese, Amharic, and Hindi speakers.
  • Increase Youth Cruiser SmarTrip card enrollments by 20 percent by working with the fare media team, our libraries, MCRD, high schools, and middle schools.
  • Increase advertising revenues 10 percent by working with Direct Media on Bus ads; provide new ideas and best practices from other transit systems.
  • Meet with the new bus shelter contractor sales team quarterly and Direct Media monthly.

WHAT WE ARE LOOKING FOR IN A CANDIDATE:

  • Selected candidate will be organized, exhibit a keen attention to detail, and possess strong time management skills.
  • Superior written and verbal communication skill.
  • Excellent relationship building and customer service skills with the ability to work cross-functionally with all levels of employees and leadership.
  • The ability to connect with representatives in the taxicab industry, cross-jurisdictional regulatory authorities, and other key community stakeholders with an interest in taxicab service delivery and customer service.

ADDITIONAL INFORMATION:

This position REQUIRES the possession of a valid driver’s license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region. These locations may not be accessible by public transportation.

This position requires the ability to attend meetings or perform work at locations outside the office and sometimes during evening (after work) and/or weekend hours.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

The anticipated salary range in hiring for this position is: $63,642 - $82,408.

Minimum Qualifications


Experience
: Two (2) years of professional experience in marketing, advertising, or a closely related field.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant's state of residence.
