Montgomery County Government is Hiring a Program Manager II (Service Area Budget/Fiscal Manager), Grade N25) Near Rockville, MD

The Department provides services through more than 120 programs at more than 20 locations. With over 2,000 employees, the Department of Health and Human Services is the largest County Department.

Position Summary:
The Program Manager II assumes a critical role in the stewardship of the Children, Youth, and Family Services' (CYF) substantial operating budget, surpassing $120 million in the proposed FY24. This position stands as a pivotal figure in overseeing, coordinating, and meticulously managing all fiscal and personnel-related operations within the service area. Tasked with ensuring the effective execution of duties, this role plays a key responsibility in aligning operations with regulatory compliance while optimizing resources for efficient service delivery. Reporting directly to the Chief of Children, Youth, and Family Services, this position is integral to maintaining the agency's operational integrity and adherence to established regulations.

  • Duties and Responsibilities:
  • Manage and monitor operating budgets across multiple funding sources (County, State HB669, Federal)
  • Prepare comprehensive financial reports and presentations for senior management, aligning financial strategies with service area goals
  • Represent the Service Area in meetings with stakeholders, vendors, and internal departments. Develop procurement and contract tracking reports and assist with related inquiries
  • Collaborate with Program Areas to analyze and monitor projects, grants, and program budgets, researching implications of proposed policies
  • Utilize internal systems for invoice processing, manage P-card purchases, and assist with travel processing
  • Supervise and train staff in monitoring and processing purchase requisitions, including purchase orders and contracts
  • Liaise with Office of the Chief Operating Officer (OCOO), Finance, legal staff, and fiscal administrators to execute contracts, budgets, and vendor payments
  • Draft responses to budget and program inquiries from Office of Management & Budget (OMB) and County Council staff, working closely with DHHS Budget Team
  • Collaborate with DHHS Fiscal Team on fiscal processes, P-card transactions, audits, and grant management
  • Manage administration of 150 contracts, ensuring compliance with County regulations. Oversee contract actions, amendments, and terminations
  • Coordinate with DHHS Human Resource Team on personnel matters, including recruitment, payroll, and reductions-in-force
  • Resolve daily issues related to program and budget with department managers
  • Manage CYF Fiscal and Contract Teams composed of area managers
  • Perform other duties as assigned to support departmental needs and initiatives
  • Directly supervise and lead a growing unit of staff members as responsibilities and scope expand

Minimum Qualifications


Experience
: Minimum of five (5) years of proven professional experience as a budget analyst or similar role, with a strong track record in financial analysis and planning.

Education: Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

LICENSE: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.

There is no Preferred Criteria.
All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with education and experience in the following:

  • Proficient in County government structure, Personnel and Procurement Regulations, and relevant federal, state, and local laws applicable to CYF programs
  • Strong background in finance, contract administration, grants management, and technology-related industries
  • Advanced proficiency in Excel and data analysis tools for budgeting and procurement documentation
  • Exceptional ability to swiftly analyze information, exercise sound judgment, and meet strict deadlines
  • Skilled in planning, organizing, and managing diverse demands in a high-volume, fast-paced environment
  • Expertise in financial software, including Microsoft Excel, with strong analytical and problem-solving skills
  • Excellent communication skills to simplify complex financial concepts for varied audiences
  • Ability to work independently, prioritize effectively, and maintain exceptional attention to detail
  • Proficiency in managing multiple automated systems
  • Bachelor’s degree in finance, accounting, procurement, business administration, public administration
