Montgomery County Government is Hiring a Program Manager II (Facilities Management), Grade 25 Near Rockville, MD

About the Department:

The Department of General Services, delivers operational and mission critical services 24 hours a day seven days a week on behalf of County residents and Montgomery County Government. DGS manages over 400 County buildings, ensuring they are maintained at the highest level to provide a comfortable environment for employees and the public.

Job Description:

This position is responsible for oversight of leasing/property managing between the DGS Office of Real Estate and the Division of Facilities Management. The successful will be responsible for coordinating with landlords to assure properties are managed per the lease agreements and to resolve issues. The successful candidate will be able to provide excellent communication with occupants of leased facilities, understanding of required compliance inspections and ability to read leases and determine responsibilities between parties. The position will coordinate property management issues at full service and modified net expense leases. The position communicates with the landlord representative to meet the needs of the user/occupants, and may deploy County contracts/personnel to provide services as needed.

Duties may include resolving disputes with landlords over rent issues; coordinating tenant improvements, space reorganizations and construction projects in leased spaces; reviewing leases and licenses to determine responsibility among parties.

This is supervisory work managing leased buildings and other facilities for the County, which includes planning for, administering, providing, coordinating, reviewing, and in other ways assuring the full range of property management services performed by County employees, contractors, or others. Contacts include County managers, supervisors, and employees; Landlords and /or their property managers or other representatives, to exchange routine and non-routine information concerning such matters as daily building conditions, office upgrades, housekeeping (including trash and recycling services), first-order maintenance and repairs, and emergencies, including power outages; representatives of non-County facility users for recurring use issues, such as daycare centers, or one- time events – community use of public facilities or elections; such private sector contacts as general contractors, task order or job order contractors, on-site contractor employees and suppliers, landlords and their representatives and utility company representatives regarding utility services, and, less frequently, State or Federal compliance inspectors.

This position is considered Essential and employees are required to respond to may be placed on stand-by duty during severe weather or other urgent conditions. Employee must have the ability to work standby shifts and respond to after-hours emergency service calls. Work schedule may change to include weekends and/or evenings as part of the regular workweek.Additional Employment Information

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

MINIMUM QUALIFICATIONS:

Experience: We are looking for someone with five (5) years of professional experience in building management, property management, or leasing management.

Education: Graduation from an accredited college or university with a Bachelor's Degree. Relevant Fields of study: Business Management, Organizational Management, or related fields.

Equivalency: An equivalent combination of education and experience may be substituted.

LICENSE: Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant's state of residence.
