ABOUT THE DEPARTMENT:

ABOUT THE POSITION:

This position is located in the Department's Aging and Disability Services division, Assessment Evaluation and Review Services (AERS).

Duties and Responsibilities:

The Nurse Manager oversees a nursing team that provides professional assessment and clinical intervention to clients at risk of institutionalization, abuse, and neglect. This position is responsible for program management and supervision to eight or more licensed nurses who provide services to disabled adults, frail elderly, chronically mentally ill, terminally ill, and developmentally disabled adults, and children. The Nurse Manager is responsible for compliance with Federal/ State mandates/ requirements, meeting mandated time frames and successful audits for this entitlement program. The unit staff is responsible for making clinical decisions to determine vital health needs and respond to urgent situations to assess vulnerable adults at risk in the community. The nursing staff may provide lifesaving interventions, prevent, or facilitate hospitalization, promote, or improve quality of life and prevent serious injury, abuse, neglect, or exploitation.

The supervisor interacts regularly with hospitals, adult medical day care centers, and long-term care facilities managers. The supervisor also oversees the monitoring of reimbursements from the Maryland Department of Health (MOH) for each Assessment Evaluation and Review Services (AERS) nursing assessment, Preadmission Screening and Resident Review (PASSR) and Statewide Evaluation and Planning Services (STEPS) evaluation for total revenue of over $1 million annually. The supervisor interacts and partners with Aging and Disability Services programs within the Area Agency on Aging and within Adult Protective Services and Care Management.

The selected candidate will be required to successfully complete a preemployment background check, physical exam, and a drug and alcohol screening.

Minimum Qualifications


MINIMUM QUALIFICATIONS:

Experience: Three (3) years of full-time equivalent post-licensure experience as a nurse, two (2) years of which must have been in community health nursing.

Education: Graduation from a National League for Nursing accredited college or university or an equivalent program as determined by the Maryland State Board of Nursing Examiners with a Bachelor's Degree in nursing and a Master's Degree in a nursing specialty or other health or management discipline.

Equivalency: An equivalent combination of education and experience may be substituted

LICENSE:

  • Possession of a current license to practice as a Registered Nurse in the State of Maryland* issued by the Maryland Board of Examiners is required at the time of appointment. If the license is temporary, a regular Maryland RN license must be obtained within ninety (90) days of appointment.
  • If applicable, certification as a Nurse Practitioner in the State of Maryland issued by the Maryland

State Board of Nurse Examiners.

  • *The State of Maryland accepts as valid the current RN licensure from a candidate’s primary state of residence if that state has an interstate compact with Maryland. The states having this interstate compact are Arizona, Arkansas, Delaware, Idaho, Iowa, Maine, Mississippi, Nebraska, New Mexico, North Carolina, North Dakota, South Dakota, Tennessee, Texas, Utah, Virginia, and Wisconsin.

(*This equivalency only applies to candidates whose primary residence is not Maryland).

Preferred Criteria


PREFERRED CRITERIA:

There are no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:

  • Knowledge of the following State /Federally mandated programs: Assessment Evaluation and Review Services (A.E.R.S.) Medicaid funded Program, Preadmission Screening and Residents Reviews (PASSR), Statewide Evaluation and Planning Services (STEPS) and the Community First Choice Medicaid Program (CFC).
  • Knowledge of specific health and human service programs serving older adults and persons with disability at risk of institutionalization: adult protective services, social work case management services, adult foster care, in-home aide services.
  • Demonstrated experience with clinical supervision of professional nurses who provide nursing evaluations and direct services to disabled adults, frail elderly, and chronically mentally ill, terminally ill, and developmentally disabled adults and children.
  • Demonstrated experience with community health nursing administration which involves planning, developing, coordinating, implementing, directing, and evaluating health services.
  • Excellent interpersonal skills including the ability to communicate clearly (orally and written), engage in interdisciplinary teaming, conflict resolution, and problem-solving.
