OHR is seeking experienced, energetic and results-driven Recruiters to staff OHR’s High Intensity Recruitment Experience (HIRE)! HIRE is dedicated to the candidate experience, actively sourcing job-seekers and working collaboratively with County agencies to secure top-tier talent to meet the County’s critical staffing needs. HIRE Recruiters will utilize a host of tools, strategies, and activities to identify and introduce exceptional candidates to County departments and agencies.

High Intensity Recruitment Experience (HIRE) Recruiters will focus on:

  • High-Intensity Outreach- Employ creative and proactive outreach techniques to identify and engage job seekers.
  • Strategic Talent Acquisition- Plan, develop and execute comprehensive workforce strategies to attract top-tier talent.
  • Drive Candidate Experience- Ensure a positive and seamless candidate experience from initial contact to onboarding. Act as an employer brand ambassador, effectively communicating the company's values and culture.
  • Collaboration with Stakeholders– Work closely with colleagues within OHR and hiring managers to ensure a seamless and positive candidate experience. Collaborate with internal teams to align recruitment and onboarding processes with overall company goals.
  • Metrics and Reporting- Implement, monitor, and track key recruitment metrics to assess the effectiveness of sourcing strategies.

High Intensity Recruitment Experience (HIRE) Recruiters will:

  • Develop and maintain relationships with potential candidates through various channels, including social media, professional networks, industry events, and other platforms to build a robust talent pipeline.
  • Source, screen, and interview job seekers to identify premier candidates for Montgomery County Government roles.
  • Conduct regular check-ins with new hires to ensure a smooth transition and address any concerns or challenges.
  • Analyze feedback to identify areas for improvement and implement strategies to enhance the overall candidate experience.
  • Provide regular reports on candidate experience and HIRE program metrics, and suggest improvements based on data analysis.
  • Work closely with hiring managers to understand staffing needs and requirements.
  • Proactively identify opportunities for process improvement within the recruitment and onboarding functions.
  • Stay informed about industry trends, best practices, and innovations related to candidate experience and recruitment.
  • Uphold a commitment to diversity, equity, and inclusion in all aspects of the candidate experience.

To be a successful High Intensity Recruitment Experience (HIRE) Recruiter, you must:

  • Have demonstrable, successful experience in candidate sourcing.
  • Stay abreast of trends and anticipate challenges in the recruitment process and address them proactively.
  • Proactively identify opportunities for process improvement, as well as recommend, promote and implement effective solutions.
  • Have experience leading data-driven improvements, managing and analyzing recruitment data.
  • Maintain a high level of motivation and passion for talent acquisition.
  • Have and maintain strong professional relationships with regional recruiters, hiring associations, alumni and other organizations to support identification of and interaction with job seekers.
  • Plan and implement strategies to attract a diverse pool of candidates and ensure fair and equitable recruitment processes.

This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications


Education:
Graduation from an accredited college or university with a Bachelor’s Degree in Human Resources Management, Business Administration, Public Administration, or related field.

Experience: Considerable (3 years) applicable professional work experience in human resources recruitment or related experience.

Equivalency: An equivalent combination of experience and education may be substituted.

Applicants meeting the minimum qualifications will be placed on the eligible list with a rating of Qualified and will be eligible for interview.

  • Track record of optimizing candidate engagement strategies and improving the overall candidate experience.
  • Ability to think strategically and develop proactive plans for candidate engagement and experience enhancement.
  • Experience implementing and refining recruitment strategies based on data-driven insights.
  • Exceptional interpersonal and communication skills, with the ability to effectively engage with candidates and stakeholders.
  • Demonstrated experience in actively recruiting and sourcing candidates, using a variety of outreach strategies.
  • Resilience and adaptability to navigate challenges in a dynamic recruitment landscape.
  • Demonstrated experience implementing strategies to attract a diverse pool of candidates.
  • Proficiency in using recruitment metrics and analytics to assess and improve candidate engagement strategies.
  • Experience and ability to utilize advanced recruitment tools, applicant tracking systems (ATS), and sourcing platforms.
