The State of New Hampshire, Department of Energy, Policy and Programs Division has a full-time vacancy for 13-1190 Misc Bus Ops Specs-4.
Summary:
To analyze, plan, develop, implement, and administer the Home Efficiency Rebates Program, also referred to as “HOMES” program funded by Inflation Reduction Act (IRA) and through the US Department of Energy.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
Other information: This is a grant-funded position and is subject to renew every two years.
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college or university with a major in Business Administration, Program Management, Social Sciences, or related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years' professional or paraprofessional experience in program administration or planning, grant or project management or related field, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Valid Driver’s license and access to transportation for statewide travel.
Responsibilities:
Researches, analyzes, develops, and drafts program policies to comply with state and federal law. Monitors program and fiscal compliance, program data analysis, federal grant application, and reporting. Oversees and coordinates contractors and other community partners in the delivery of the Home Efficiency Rebates Program.
Prepares the NH Home Efficiency Rebates Program application and any needed updates for submission to the federal Department of Energy, completes, and submits other required state and federal reports. Makes formal presentations and explains program components, requirements, and regulations in order to implement standard procedures and to provide outreach and awareness.
Consults with state and local officials, as well as state and nonprofit agencies and electric and natural gas utilities, to manage and ensure coordination with the statewide implementation of Home Efficiency Rebates Program with the NHSaves program.
Provides information and interpretation to contractors and the public regarding program policies and procedures. Coordinates program activities and maintains a strong working relationship with the utilities, Community Action Agencies (CAA), the federal Department of Energy, contractors, and other appropriate agencies.
Develops and implements procedures in accordance with federal and state regulations and program mandates and when reviewing contractor budgets, outreach, and client case management plans. Prepares contracts with contractors for Governor and Executive Council approval.
Responds to inquiries from public and private entities, the media, and individual consumers regarding the program.
Works with the Division Director, the Federal Funds Administrator, and other agency staff to identify statewide or regional trends and recommends policy or program changes accordingly. Creates and utilizes systems to compile and analyze program data and budgets and maintains NH DOE’s website as it relates to Home Efficiency Rebates Program.
