The State of New Hampshire, Department of Environmental Services, Water Division, Drinking Water & Groundwater Bureau has a part time vacancy for a Lead Program Specialist. Environmentalist IV.
Summary:
Develops, performs, coordinates, and supervises technical expertise, outreach, data oversight, inter-agency coordination, and program management for lead in drinking water testing in schools and childcare facilities as required under NH Senate Bill 247 Prevention of Childhood Lead Poisoning from Paint and Water (SB247, adopted Feb 2018). Supports lead and copper program rule activities and outreach for public water systems to comply with the federal Lead and Copper Rule (LCR). Coordinates promulgation of the Protect-Your-Tap 10-min lead pipe test application tool. This is a part time (29 hr/week) temporary position.

MINIMUM QUALIFICATIONS :
Education: Bachelor's degree from a recognized college or university with major study in civil engineering, chemical engineering, environmental engineering, environmental science, hydrogeology, geology, or a related environmental science. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Six years’ experience as an Environmental Engineer or Environmentalist in the area of engineering, environmental science, water quality control, hydrogeology, or geology, two years of which shall have involved supervisory duties as well as the preparation of various environmental documents, legal briefs or related research.
License/Certification:Must possess a valid driver's license.

Develops, performs and coordinates technical assistance and outreach including presentations and seminars to schools and childcare facility staff, parents, municipal representatives and the general public regarding lead testing and remediation in drinking water, lead toxicity, and prevention of lead exposure; applies regulatory and subject matter expertise to interpret and explain state and federal requirements.
Prepares and issues Requests for Proposals for external consulting contracts to support Lead in Drinking Water outreach, education, testing, data processing, analysis and remediation. Manages and administers said contractors and contracts on behalf of the Agency.
Reviews and analyzes testing results, plans, specifications, and supporting documentation for approval of state lead in drinking water remediation Grant Applications. Weighs benefits and costs of proposed lead reduction actions to formulate necessary modifications in project proposals and make final determinations. Prepares performance reports to track implementation, evaluate grant progress, and fulfill grant requirements.
Performs research, sets program goals and recommends policies and procedures to ensure that program commitments are met. Reviews current legislation and rules and makes recommendations for development or modification as appropriate.
Communicates and coordinates with the Agency’s Environmental Monitoring Database (EMD), DHHS Healthy Homes and Environmental Public Health Tracking, Public Health Laboratory, for consistent and effective communications, data sharing and messaging on lead toxicity and prevention of lead exposure to children.
Coordinates with Department of Education Facilities Administrators for communications to all private and public schools, and with DHHS Childcare Licensing for communications with childcare facilities regarding required lead in drinking water testing and remediation requirements.
Supports the Bureau’s Lead and Copper Rule program for public water systems for activities such as new lead service line inventories, Tier 1 sampling site reviews, corrosion control treatment optimization, and outreach for lead education and exposure prevention. Designs and implements studies to evaluate the sampling plan and corrosion control currently in place at all municipal systems statewide and makes recommendations for improvement based on findings.
Coordinates program rollout, communications and improvements of NH’s Protect Your Tap 10-min lead pipe test developed by NHDES and EPA Region 1 for homeowners to identify privately-owned lead service lines. Works with and directs engineering and survey staff to implement this inventory tool.
Conducts inspections to evaluate compliance with lead sampling and testing requirements for schools, childcare facilities and public water systems, as needed. Prepares assessments and other inspection reports to address compliance issues under SB247 and the LCR.
Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
