The State of New Hampshire, Department of Education, Division of Workforce Innovation & Bureau of Vocational Rehabilitation has a full-time vacancy for a Program Specialist IV.

SCOPE OF WORK: To develop and oversee duties for contract development and management processes for the Bureau of Vocational Rehabilitation. To develop specific standards for bidding and submission, oversee contract negotiations and document management, and revise policies in alignment with the bureaus strategic plan and state and federal regulations.
ACCOUNTABILITIES:
Administers bureau objectives by assessing resources and identifying gaps in programmatic services to determine contractual needs that meet the bureaus goals and objectives.
Analyzes, prepares and presents contract scope and objectives to appropriate agency personnel to ensure feasibility for all stakeholders.
Formulates, assembles and issues Requests for Proposals (RFPs) and other contractor solicitations.
Develops contract terms, deliverables, and scope of work with contractor. Negotiates and approves changes to scope of work within overall limits of contract budgets and bureau policies, procedures and applicable legal requirements, resolves disputes, and obtains all required documentation
Manages the contractual relationship and serves as point of contact for contractors to provide information and resolve contract-related issues. Conducts evaluations to ensure that deliverables are timely, within scope and within budget.
Oversees progress and performance against contract requirements and provides reports to bureau and project managers. Monitors vendor performance, contract deliverables and expected outcomes through programmatic reports and other methods.
Creates a methodology for evaluating the cost and effectiveness of contracts funded either in whole or in part by the bureau. Plans, monitors, and evaluates contract activities for effectiveness, efficiency and compliance and recommends changes or improvements to programs.
Collaborates with Administrative Services to prepare regional office RFPs, specifications, and contract requirements, and oversees the development and execution of the lease. Monitors all regional office leases to ensure timely renewal.
Develops and maintains contract and program monitoring policies and procedures for the bureau to ensure compliance with state and federal regulations.
MINIMUM QUALIFICATIONS:
Education: Masters degree from a recognized college or university with a major study in vocational rehabilitation, education, vocational and/or occupational education, counseling, public administration, psychology, social work, sociology, or a disability-related course of study. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years of professional experience in rehabilitation or a related field, with responsibilities in program research, planning, monitoring and evaluation.
OR
Education: Bachelors degree from a recognized college or university with major study in vocational rehabilitation, education, vocational and/or occupational education, counseling, public administration, psychology, social work, sociology, or a disability-related course of study.
Experience: Five years professional experience in rehabilitation or a related field, with responsibilities in program research, planning, monitoring and evaluation. Each additional year of approved work experience may be substituted for one year or required formal education.
License/Certification: Valid drivers license and/or access to statewide transportation.
