The State of New Hampshire, Department of Health and Human Services, Bureau of Contracts & Procurement has a full time vacancy for Senior Contract Specialist.

SUMMARY:

Ensures the thorough and timely development of complex solicitations, legal agreements, amendments, and other contract documentation. Evaluates Office of Finance, Contract Unit (CU) business processes and procedures; ensures compliance with Federal and State regulatory requirements; and plans the development and modification of contract documentation and data to achieve business objectives for the Department of Health and Human Services (DHHS).

RESPONSIBILITIES:

Prepares and reviews complex solicitations, contracts, amendments, and other legal agreements in collaboration with DHHS employees to ensure documents include all necessary business expectations and requirements and desired outcomes are likely to be achieved.

Plans, initiates, and facilitates initial project planning meetings for all projects assigned in accordance with CU policies. Develops a project plan, timeline, and associated materials; ensures all applicable business requirements are documented at the initiation of each project; and identifies any potential issues or obstacles.

Initiates and facilitates evaluation meetings, oral presentations, and vendor conferences; prepares and reviews supporting materials; records scores in accordance with policy and procedures; and notifies evaluation teams of vendor scores in accordance with established standards to ensure fair procurement practices. Coordinates with DHHS employees to arrange for timely evaluation meetings.

Utilizes the CU’s project tracking system to support effective project management and reporting. Manages, documents, and tracks all assigned projects in accordance with established policies and procedures. Ensures all data entered is valid and project information is complete and up-to-date. Closes out all project files, folders, and tracking log records in accordance with CU policies to ensure final project files contain all required documentation necessary for future projects or right to know requests.

Facilitates the receipt, review, and reply to vendor questions received in response to published complex solicitations and develops addendums as necessary to effect the required modifications to the solicitation in accordance with DHHS policies and procedures.

Plans, manages, and monitors the review and proper approval of all solicitations, contracts, and amendments in accordance with state law, administrative rules, and policies and procedures. Coordinates communications to effectively overcome obstacles and resolve issues.

Prepares and reviews Governor and Executive Council letters in collaboration with DHHS employees and ensures appropriate approvals are obtained in accordance with CU policies and procedures.

Independently manages the contract or amendment negotiation process between suppliers and DHHS, which includes effectively resolving disputes and obtaining required documentation necessary for the approval of the legal agreements.

Evaluates the effectiveness of Unit objectives, policies, work procedures, and tools to provide input and recommendations to CU management to address challenges, improve performance metrics, and increase customer service. Provides partial supervision of less experienced CU staff by mentoring and providing guidance with policy interpretation, project assignments, and technical questions.

MINIMUM QUALIFICATIONS:

Education: Master's degree from a recognized college or university with major study in business or public management/administration or communications, government, finance, law, legal studies, accounting, economics, social services, marketing, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years’ professional experience in business or program administration, planning, compliance, evaluation, research or contract development, auditing, statistics, or business or financial management, with responsibilities in research, planning, monitoring, and evaluation.

OR

Education: Bachelor’s degree from a recognized college or university with major study in business or public management/administration or communications, government, finance, law, legal studies, accounting, economics, social services, marketing, or a related field.

Experience: Five years’ professional experience in business or program administration, planning, compliance, evaluation, research or contract development, auditing, statistics, or business or financial management, with responsibilities in research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Eligibility for New Hampshire driver's license, if necessary for travel throughout the state.

SPECIAL REQUIREMENTS:

Individual must be detail-oriented, with strong written communication skills, strong mediation/conflict management skills, excellent organizational skills, and strong leadership qualities. Must be proficient in the use of Microsoft Word, Excel, and Outlook.

Maintains a high level of ethical and professional behavior and confidentiality during the procurement and contracting process, to ensure an unbiased and fair solicitation process.

Ability to maintain a professional and calm demeanor under stressful situations.
