The State of New Hampshire, Department of Environmental Services, Air Resources Division, Technical Services Bureau has a full time vacancy for a Transportation Program Specialist.

Summary:

Plans, monitors, and supports policies and programs to reduce emissions from the transportation and energy sectors in collaboration with other state agencies and stakeholders. Evaluates information, data, and policies to ensure effective and compliant use of available funds.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS :

Education: Master’s degree from a recognized college or university with major study in environmental, life, physical, or earth sciences, business administration, or environmental engineering, or in a field related to air quality management or transportation planning. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years’ professional experience in the practice of air quality management, transportation planning, environmental regulation, or environmental consulting related to air resources management, motor vehicle emissions controls, with responsibilities in program research, planning, monitoring, and evaluation.

OR

Education: Bachelor’s degree from a recognized college or university with major study in environmental, life, physical or earth sciences, business administration, or environmental engineering, or in a field related to air quality management or transportation planning.

Experience: Five years’ professional experience in the practice of air quality management, transportation planning, environmental regulation, or environmental consulting related to air resources management, motor vehicle emissions controls, or electrification with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification : Must possess a valid driver's license and/or have access to transportation for statewide travel.

Preferred Qualifications : Experience with and/or knowledge of motor vehicle emission standards, alternative fuel vehicles and fueling infrastructure, energy efficiency basics, program administration, and use of databases such as Excel and Access preferred.

Special Requirements : Proficiency with Microsoft Office products including Word, Power Point, Excel, and Access.

Responsibilities:

Represents NHDES at various public forums and participates in review, discussion and analysis of various transportation and building related energy policy proposals. Engages with and contributes to efforts by state and regional transportation working groups, regional planning commissions, and other programs and technical forums to facilitate emissions reduction measures, including electrification, in the transportation sector.

In collaboration with the Climate and Energy Programs Manager supports the work of the State Government Energy Committee to reduce total energy use in State buildings and fleets and maximize renewable energy use within State government. This includes performing research and analysis of potential energy saving pathways and leading staff working groups to further the goals of the SGEC.

Supports the development of education and outreach materials, legislative testimony, and other documentation to educate a broad array of stakeholders on energy efficiency strategies and clean vehicle technologies. Promotes available funding opportunities to further adoption of both.

Collaborates with NHDES mobile sources staff and external stakeholders in the design and implementation of programs utilizing funding from New Hampshire’s Volkswagen Environmental Mitigation Trust and other funding sources for vehicle replacement and vehicle electrification programs and projects to ensure timely and compliant use of available funds.

Provides technical support for NHDES participation in certain Public Utility Commission dockets related to energy efficiency and transportation electrification.

Works collaboratively with the NH Department of Safety and the vehicle inspection community in the on-going implementation of New Hampshire’s On-Board Diagnostic motor vehicle inspection program to meet US Environmental Protection Agency requirements.

Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
