The starting pay range for this position is $36.49-$50.07 hourly

The State of New Hampshire, Department of Health and Human Services, Bureau of Health Facilities Licensing & Certification has a full time vacancy for Certification Program Coordinator. This position is subject to renew every year.

SUMMARY:

Evaluates programs, operations and data for use in developing and implementing federal regulatory compliance protocols, and internal quality assurance. Utilizes computer resources, recommends strategic planning for federal certification workload and improvements in final work product.

RESPONSIBILITIES:

Coordinates with supervisory team to ensure compliance with applicable state and federal laws, regulations and program initiatives/plans.

Coordinates with supervisory team the validation, sequencing and timing of required federal survey activities including but not limited to validation and recertification surveys in accordance with the CMS mission priority document.

Analyzes compiles and reports inspection data and other sources of information to determine citation accuracy and defensibility Prepares compliance and non-compliance reports to determine the degree to which internal processes are following the federally mandated guidelines.

Exercises professional demeanor and judgment in interpersonal relations with service providers, consumers, the general public and state and federal agencies.

Provides regulatory interpretation to public and private sector with regard to regulatory requirements and best practices within the healthcare continuum.

Assists in the data gathering and reporting of required information as part of the annual preparation of the CMS budget for the state of New Hampshire. Analyzes evidence and supporting data in conjunction with the supervisory team to substantiate enforcement remedies for regulatory noncompliance.

When requested, represents the Department at administrative hearings and courts cases, and testifies regarding the interpretation of federal and state regulations to support certification decisions.

Prepares reports and training/lectures on subjects to promote certification, education, and professional best practice.

Reviews policy and procedures for program operations and makes recommendations to supervisory team.

Participates in federal surveys for various health care settings to determine compliance with federal regulations.

Oversees the Infection Control Program to ensure that surveyors are trained and competent and adhere to the current accepted standards of infection control practices during survey activities.

MINIMUM QUALIFICATIONS:

Education: Master's degree from a recognized college or university with major study in a health-related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years' professional experience in health and human services or related field, with responsibilities in program research, planning, monitoring, and evaluation.

OR

Education: Bachelor’s degree from a recognized college or university with major study in a health-related field.

Experience: Five years’ professional experience in health and human services or related field, with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:

Must hold license/certification for applicable health related field.

Must be willing to attend in and out of state training sessions as assigned.

Must possess a valid driver’s license.

SPECIAL REQUIREMENTS:

1. Requires a general expertise of computer operations, data-based systems and data transmission architecture and the provisions of health care. Must have access to transportation for statewide travel.

2. Must have passed the Centers for Medicare and Medicaid Services Surveyor Minimum Qualifications Test (SMQT).

3. Have completed specialized training in infection prevention and control.
