This position provides administrative support to the Health Care Cost Transparency Board and Universal Health Care Commission and their staff. This position will organize and produce materials for the Board and Commission, draft and edit documents, and support ongoing projects in their section and across the division. The ideal candidate will be a good writer and proofreader who is proactive and adaptable to changing priorities. Functioning as both the state's largest health care purchaser and its behavioral health authority, the Washington State Health Care Authority (HCA) is a leader in ensuring Washington residents have the opportunity to be as healthy as possible. There are three pillars of our work: Apple Health (Medicaid); the Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) programs; and behavioral health and recovery. Under these pillars, HCA purchases health care, including behavioral health treatment for more than 2.7 million Washington residents and provides behavioral health prevention, crisis, and recovery supports to all Washington residents.

About the position:
This position serves as the confidential assistant and liaison on administrative matters on a wide range of internal and external agency priorities and will provide high level administrative support surrounding legislative affairs, the Health Care Cost Transparency Board, and Universal Health Care Commission. This position is responsible for a broad range of program coordination, across all HCA programs including Medicaid, PEBB, and SEBB, and requires extensive coordination with internal and external partners and stakeholders. It focuses on providing a caring and professional culture and implementing significant change in state government.

It supports the Policy Division by providing high-level administrative support to the Special Assistant for Policy and Legislative Affairs and the Health Care Cost Transparency Board Director (and the Board and Commissions team members as needed) who reports to the Chief Policy Officer.

This position is eligible for hybrid telework but is required to report on-site 1-2 days a week to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

  • Proofread, review, and edit correspondence, reports, briefing papers and meeting materials for grammar, punctuation, spelling, and format following the agency correspondence guidelines and Style Guide.
  • Prepare correspondence for supervisor and exercises signature authority on administrative correspondence.
  • Maintain appropriate levels of confidence in all internal and external communications.
  • Develop new processes/procedures and work methods to modify existing workloads for division staff.
  • Perform complex Word tasks, such as merging and sorting, integrating text with graphics, and creating advanced Excel spreadsheets, as needed.
  • File and retrieve organizational documents, establish, and maintain complex electronic or manual file systems or database files, archive dated material in accordance with regulations.
  • Provide communication and culturally appropriate responses to inquiries and requests from stakeholders and staff.
  • Communicate professionally over the phone, in person, and in writing.
  • Organize and schedule complex meetings with internal and external stakeholders, federal and state staff, Governor’s office, and Legislators.
  • Create and maintain a desk manual for position.
  • Make travel arrangements; create, maintain, and communicate travel itineraries; compile and process travel expense reports using TEMS.
  • Coordinate stakeholder and project events (meetings, presentations, webinars), including materials, presenters, and logistics for optimal stakeholder engagement.
  • Assist in developing and establishing procedures and policies to implement activities in formulating new program policies, procedures, and standards.
  • Anticipate needs well in advance to ensure the legislative affairs, health care cost transparency, and universal health care teams are prepared and meeting deadlines and commitments.

Qualifications

Required qualifications:

High School graduation or equivalent.

AND

Four years progressively responsible experience in office/clerical, secretarial, or general office work, including:

  • Knowledge of research methods, communication, and correspondence practices.
  • Ability to work independently and work effectively with others, communicate effectively, both written and verbally.
Note: Formal education may substitute year-for-year, for up to two years of experience.

Preferred qualifications:
  • Proficiency in Word, Excel, Outlook, PowerPoint, and SharePoint desired.
  • Keyboarding or typing accurately at a minimum net speed of 50 words per minute.
  • Advanced organization skills.
  • Working knowledge of state government.
