Main Purpose of Job

The IT Project Manager is a key member of the project team responsible for successful execution of all aspects of IT projects throughout the systems development lifecycle (SDLC) using traditional, iterative (Agile), and hybrid project methodologies. By providing project management services for a range of software development and IT infrastructure projects, the IT Project Manager facilitates enhancing and integrating refined business processes with supporting technologies to maximize operational efficiencies and service delivery effectiveness. This role requires close collaboration with cross-functional business and IT teams to link IT project initiatives to the organization's strategic goals and ensure smooth project execution. The ideal candidate will demonstrate a strong customer focus and the ability to deliver effective technological solutions that also delight customers.

POSITION DUTIES

POSITION DUTIES��������� Perform dayto day activities associated with assigned projects.� Some examples include scope management,schedule management, risk management, communications management, processimprovement, project execution and support.��������� Act as aliaison among IT staff, internal and external customers, partners, vendors, WCCleadership, and other members of the project team to define project scope,plan, requirements, schedule, resource needs/availability.���������� Facilitate execution of assignedprojects according to deadlines, scope and within budget and according toestablished guidelines and best practices.���������� Coordinate the efforts of WCC projectteam members and third-party software, hardware, and services contractors orconsultants in order to deliver projects according to plan. ��������� Develop& maintain project-related documentation.Perform project status reporting, manage risks for assigned projects,conduct quality assurance testing and reviews, lead IT product demonstrations,perform end user training for assigned projects, develop and review projecttechnical and end user documentation and training materials, leadpost-implementation reviews.

MINIMUM QUALIFICATIONS

Experience:�Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.Notes: 1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience.�2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.3.�Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis�for a high school education.4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the�Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

The following is a required qualification.� Candidates MUST possess the following:Two (2) and a half (1/2) years of professional experience inanalysis, planning, design, full stack development, documentation/reporting,implementation and coordination of IT projects to deliver applications forWindows and web using� Microsoft� Visual Studio, Team Foundation Server(TFS)� and .NET Framework 4 with� C#,WPF, REST, SOAP, WebAPI, JavaScript libraries and frameworks (jQuery,AngularJS ), SQL Server 2008 , Microsoft Office Project 2010 , Microsoft OfficeVisio 2010

DESIRED OR PREFERRED QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONSThe following are the desired qualifications: Strong understanding of the system development life cycle (SDLC) under iterative (Agile) and hybrid project methodologies, PMI’s project management body of knowledge (PMBOK), development and operations integration (DevOps) or similar methodologies, frameworks, and best practices for IT project management and service delivery. Experience as a project team member on IT projects that involved business process reengineering, organizational change, and transforming multiple technology components. Excellent communication and presentation skills including the ability to interact effectively with various levels within the organization and experience engaging and working with vendors/partners to effectively deliver projects. Experience in creating applications using Microsoft technologies. Working knowledge of current information security standards and best practices, virtualization technologies, on-premises, hybrid, and cloud IT architecture designs, and legacy modernization.
