The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team. 

The Capital Program Manager is responsible for the $4.5 billion, six (6) year MTA capital program. The Manager of Capital Programming determines which projects are recommended to senior management for funding consideration, approval of funding certifications, invoice reviews, and day to day oversight of the capital program.

He or she develops policies and procedures to standardize the collection and reporting of project information and improve operational efficiency. The Capital Programming Division is charged with tracking more than 850 capital projects as well as more than 340 monthly capital invoices and overseeing an average capital budget of >750M yearly. The Manager makes determinations on staff assignments and identifies process reforms to enable high-quality reporting on capital projects and timely and accurate processing and grant coding of capital invoices. 

The Manager prepares materials for the monthly Capital Status of Funds meeting with the MTA Administrator/CEO and makes funding recommendations to the Director of Capital Programming and Asset Management, Chief Engineer, and the MTA Executive Team. The Manager is responsible for leading the annual pre-quarterlies, Call for Projects, and other capital-related meetings.

This position has 9 direct reports and reports up to the Director Capital Programming and Asset Management

This vacancy is based in Baltimore City, MD

KEY RESPONSIBILITIES:

  • Supervising Capital Programming Staff
  • Review, approval, and reporting invoices for Capital projects
  • Reporting on the Capital Program to MTA, and MDOT leadership
  • Coordination with senior agency leadership for capital analysis and funding forecasts
  • Evaluation of projects for the capital program.
  • Development of federal and state funding sources, budgets and cash flow scenarios for capital projects.

  • Mid to advanced level Excel skills
  • Experience supervising or leading a diverse team with tight deadlines.

Education

Possession of a bachelor's degree from an accredited college or university in Finance, Public Administration, Business Administration, Political Science, Transportation Studies, Engineering, Planning, or a closely related field.

Experience

Six years of experience in administrative or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. The ideal candidate will have two (2) or more years of experience in a budgeting or programming environment, as well as experience analyzing large financial data sets using Microsoft Excel and other electronic tools. 

NOTES: 1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education. 2. Additional graduate-level education at an accredited college or university may be substituted at the rate of thirty credit hours on a year-to-year basis of the required general experience. 3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience. 

SELECTIVE QUALIFICATION One or more years of experience in a supervisory role in a budgeting or programming environment.
