Summary:
The Program Manager will oversee and lead the contract support team to SAF/IEIM for the Air Force Mission Sustainment and Community Partnership Programs.
The Mission Sustainment Program preserves and protects military readiness by mitigating or preventing current and potential risks caused by hazards within the Installation Complex and Mission Footprint. The program is designed to protect the mission today and into the future by identifying encroachment hazards (energy resilience, airspace conflicts, water shortage, climate impacts, land use concerns, etc.) and implementing controls to reduce, mitigate, eliminate, or prevent risk.
The Air Force Community Partnership (AFCP) Program was established to develop, execute, evaluate, and oversee Department of the Air Force installation-community partnerships. The AFCP Program empowers installations and their community partners to develop robust, productive working relationships.
The Program Manager will lead and supervise a team of subject matter experts to who support two distinct programs. The Program Manager will serve as lead point of contact to the client and be responsible for tasking the teams to support the client’s objectives.
In this role, you will:
- Provide strategic direction to program focus areas including public and private partnership developments with the Air Force, energy siting reviews, policy, guidance, governance, and knowledgebase management.
- Lead the planning and execution of partnership development and agreement projects, policy and legislation research and consultation, client communications, marketing, outreach and education, and continuous process improvements to achieve results and attain greater return on investment for military and government clients and community partners.
- Lead the project team to complete the project within its planned scope, schedule, and budget, while serving as a liaison for the project's technical, functional, and non-functional teams.
- Oversee the preparation of documents and the requirements of a project throughout its lifecycle.
- Conduct leadership briefings and facilitate meetings, workshops and working groups with military and civilian stakeholders, to include local and state governments, academia, non-profits, commercial, industry, and utility company representatives.
- Lead team to create, manage, and disburse project data, communications, and reports.
- Collaborate with team members to create project deliverables and ensures compliance with the contract requirements.
- Capture lessons learned and best management practices to enhance project performance and return on investment for clients.
- Report monthly project progress and tracks updates to the project's budget and expenses.
- Guide task analyses and research and drafts narrative reports relative to deliverables.
- Notify the principal about abnormalities or variances in the planning and execution of projects, client communications, marketing, and proposals.
- Actively pursue viable business development opportunities and builds positive client relationships in coordination with the principal.

Location: National Capital Region (DC, Northern Virginia, Baltimore, MD); hybrid work schedule
Travel: Approximately 20-25%
