What You Will Do The Associate Laboratory Director for Defense Protection Program, Office of Classification and Controlled Information is looking for an Export Control Specialist 4. Come join the dynamic team of Export Control Analysts who work with our technical staff to protect U.S. interests at home and abroad, who manage the Laboratory's compliance with US federal export control and import regulations that support national security. You will analyze and interpret information associated with federal regulatory export control lists that support programmatic deliverables to our federal customers. You will support a diverse range of programs, those that undertake climate research on a ship in the Antarctic to research instruments destined for Mars to those directly impacting LANL's mission for US national security. What You Need Minimum Job Requirements: We are looking for applicants with a general knowledge of export and import laws and regulations, that involve our federal regulators within the Department of Energy (DOE), the Department of Commerce (DOC), and the Department of State (DOS). Knowledge and skills to complete export control reviews of commodities, information, and software. Skills to interpret and apply federal regulatory requirements to develop and implement policies and procedures directly related to export compliance. Works under general supervision. Technical Experience: * Advanced successful experience interpreting and implementing federal and Laboratory directives and policies in relation to regulatory reporting requirements.
* Proven ability to interpret, recommend, and implement federal regulations to meet statutory requirements. For example, DOE/NNSA, Department of State, Department of Commerce, and Nuclear Regulatory Commission policies, practices and procedures relating to export control.
* Expert level in conceptualizing and communicating major elements of federal regulations to both technical and non-technical audiences.
* Demonstrated ability to analyze and solve issues and successfully implement solutions.
* Proven advanced document management skills maintaining meticulous case files.
* Knowledgeable with export control principle and philosophies.
Analytical Abilities * Expert level of experience conducting regulatory research, investigating alternative solutions and recommending those solutions to problems concerning export control issues.
* Proven ability to review technical, programmatic documents, provide advice and assistance to Laboratory personnel on regulatory and statutory requirements.
* Demonstrated experience preparing technical reports based on the expert interpretation of ana lyzed data.
* Experience preparing and participating in audits and assessments.
Communication/Teaming: * Proven diplomacy in dealing with senior leadership who have conflicting interests and opinions.
* Demonstrated excellent verbal and written communication skills and an attention to detail.
* Proven effective experience working as a team member in a team environment, working effectively independently, and mentoring junior staff.
* Proven experience building strong collaborative relationships with internal and external stakeholders.
Training/Certifications: CUESCO - Certified US Export Compliance Officer or any other industry standard certification - Desired. Education/Experience: Position requires a Bachelor's Degree and 10 years of experience in export control reviews, importing through U.S. Customs, researching and interpreting federal export control regulations; or, an equivalent combination of education and experience directly related to the occupation. Some experience in import clearance through U.S. Customs. Desired Qualifications: * Prior paralegal experience.
* Experience interpreting the Code of Federal Regulations (CFR).
* Experience interpreting regulations such as ITAR, EAR, NRC.
* Knowledge of Laboratory programs and mission sets.
* Experience using software applications including those web-based, Oracle, and Excel.

Additional Details Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A. Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad. *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer. Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status. Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.
