The Office of Human Resources provides comprehensive support to 16 City departments and over 3,000 employees. We are seeking a creative problem solver to help us build and maintain a highly qualified team of professionals committed to public service.
Here's what you can expect to do in this role:A Bachelor's Degree in Human Resources, Industrial Relations, Organizational Development, Business Administration, Public Administration or a related degree; AND
Six years of professional level human resource experience at the Human Resources Consultant III level; AND
One year of leadership or supervisory experience.
A Master of Arts in Human Resources, Industrial Relations, Organizational Development, Business Administration, Public Administration or related field may be substituted for two years of experience.
Assessment: Qualifications Rating
The Qualifications Rating is an assessment of your completed application and answers to the Supplemental Questionnaire. Be as specific and detailed as possible in completing your application and questionnaire. You must submit your completed application and supplemental questionnaire by the application deadline.

Eligible Lists: Eligible lists are typically created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately six months. Hiring Managers may interview/hire anyone from the list.
Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
Pre-Employment Screening: This position requires a background check which may include criminal history, and employment history as a condition of employment.Candidates will be required to submit proof of education to Human Resources upon conditional job offer.

Governance The utility is governed by the Board of Water Commissioners, which consists of three members of the Saint Paul City Council, two Saint Paul citizens, and two representatives for the suburbs served by SPRWS. Administration The utility has four divisions - business, engineering, distribution, and production. Each operates under the direction of a division manager. Administration: Patrick Shea - General Manager Appointed by and responsible to the Board of Water Commissioners. Oversees the utility. Assistant General Manager Oversees safety, security, public information, the Business Imp...rovement Unit, and human resources. Acts in place of the general manager when the general manager is not available. Business Division: Dolly Ludden - Manager Oversees customer service, financial services, information services, and meter operations, which includes meter reading. Engineering Division: Dave Wagner - Manager Oversees engineering projects, permit office, utility-wide asset management, and the capital improvement program. Distribution Division: Todd Blomstrom - Manager Oversees construction crews and dispatch office. Production Division: Jim Bode - Manager Oversees McCarrons treatment plant, dewatering and wash water recovery plant, water quality laboratory, and Vadnais Station. Financials No taxes are used to support the utility. The utility is self-supporting with revenue obtained through the sale of water and payment for services. The Board of Water Commissioners was set up pursuant to Minnesota Special Laws for 1885, Chapter 110, and provides authority to establish rates that are sufficient to pay the expenses and costs for maintenance and repairs, and the interest and principal on debt. State law establishes the Board and provides that the rates are adequate to cover the costs of operation and maintenance, and to retire all bonds.
