About the Position

Come join our team! The City of Saint Paul is hiring for Human Resources Consultants. We currently have two vacancies serving as a specialist on our Human Resources Employment and Selection Team and one vacancy working as a generalist in the Parks and Recreation Department.

HR Employment and Selection Primary Responsibilities:

  • Provides consultative services to administration and department management concerning hiring and classification needs
  • Develops and posts job announcements, screens applicants for minimum qualifications, and creates and validates candidate assessments
  • Assists departments with succession planning, and organizational development and retention strategies
  • Conducts recruitment activities, including posting jobs on recruitment boards, participating in job fairs, and working with organizations to identify pathway programs for job applicants
  • Performs revisions to job descriptions as needed
Parks and Recreation Generalist Primary Responsibilities:
  • Provides guidance to hiring managers and/or reviews applications, creates interview questions and participates in interviews, negotiates employment terms in consultation with department leadership, creates offer letters, and onboards new employees
  • Develops succession planning and retention strategies in consultation with department leadership
  • Understands and provides guidance to department staff regarding HR laws and policies, including labor contracts, payroll, benefits and Earned Safe and Sick Time, leave of absences and FMLA, performance management, workers compensation, and accommodations
  • Maintains department personnel records, updates policies, pulls data and creates reports in Excel

Position Requirements

Requirements may be met by one of the following:

  • Six years of experience in Human Resources.
  • An Associate’s Degree can be substituted for two years of experience
  • A Bachelor’s Degree can be substituted for four years of experience.
A Masters Degree in Human Resources or Industrial Relations can be substituted for an additional two years of experience.
