Overview

SMS is seeking an On-Site Program Manager (PM) working at Fort Detrick, MD. The candidate will support our Army's Global Agile Integrated Transport (GAIT) Network Support Center (NSC) contract. The Project Manager will oversee the GAIT program to ensure the tasks and requirements are accomplished efficiently and effectively. The PM will be focused on managing a team of technical staff in support of creating, updating, and maintaining Army network capabilities for the GAIT Program Office (PM TN). The PM position serves as the single point of contact for addressing schedule, cost and performance issues, quality issues, and overall team performance. This will include close communication and coordination with the GAIT Program Office and their representatives, and resolution of any issues that may arise relating to this program. Program Management support and services required under this Program Office include program management of the contract to ensure efficient and effective accomplishment of all work detailed in the PWS is met, quality assurance of the efforts to meet the contract requirements, and meetings to communicate these efforts to Program Office.

Serves as SMS's direct corporate interface with the customer and on-site staff. Conducts SMS In-Progress Reviews (IPRs), providing program status and risk management. Responsible for project resource management, performance and quality. Ensures adherence to quality standards and reviews project deliverables. Recommends and takes action to direct the analysis and solutions of problems.

Responsibilities
    Conduct meetings and coordination conferences at times commensurate with the complexity and status of the effort necessary to support the work and meet the identified requirements.
  • Participate in Technical Interchange Meetings (TIMs) upon request to discuss and evaluate efforts and accomplishments in direct relation to specific task items, work-packages, and programs.
  • Present and participate in technical discussions and inform the Program Office of any problems with contract execution and any proposed solutions.
  • Develop a Task Order Management Plan for Program Office approval.
  • Schedule and conduct contract-wide Program Management Review (PMR) meetings as coordinated with the PM, semi-annually.
  • Coordinate as necessary with the team Task Manager (TM) to ensure that individual tasks are managed consistently with overall contract requirements.
  • Present necessary data to enable a joint review of assigned tasks, schedules, and resource expenditures.
  • Manage, track and evaluate the project or task performance.
  • Identify milestones where Government information, activity, equipment, material, facilities, etc. are required and time-line dependencies for subsequent activities;
  • Coordinate GAIT missions with the RHN Site Leads/Coordinators or their designated representative as required.
  • Prepare reports to include the U.S. Army Forces Command (FORSCOM) Executive Summary, the GAIT Master Status Tracker and others as required.
  • Coordinate and prioritize GAIT mission planning, execution and tear-down as prescribed by the government.
  • Manage GAIT resources to include personnel. Overall responsible for shift management to ensure that personnel are on duty.
  • Manage the GAIT New Employee Training and Certification Program ensuring compliance with the government standards of knowledge. Provide remediation for any new employee not making suitable progress in the on-boarding process. Provide the Government notice prior to any member being allowed to operate independently as a shift member upon completion of the site certification program.
  • Lead the contract Phase-in activities that are focused on incumbent knowledge capture, transfer, and integration into the GAIT NSC management and technical approach while assuring ongoing service support.
  • provide a feedback mechanism for the Phase-In Team to act on any mission concerns, and begin alignment of personnel within the newly integrated GAIT NSC organizational structure.
  • Responsible for the management, planning, and implementation of all reports and contract deliverables (CDRLs) required by the PWS, includes reporting all metrics and key performance indicators to all PM TN stakeholders.
  • Manage GAIT financial resources, validate and submit for government approval all travel requests, track expenditures and submit a monthly financial report. ensure timely and accurate submission of invoices.
Qualifications

Clearance

  • Current DoD Secret Clearance

Education

  • Bachelor's degree in a related field
  • PMI PMP Certification
  • ITIL Certified

Experience

  • 10 or more years of Gov't contracting experience is preferred.
  • Experience Managing an IT Contract with 30 FTEs and Contractors
  • Experience with Microsoft Office Suite. MS Project experience is a plus
  • Ability to learn or experience with SharePoint and other internal administrative applications (Unanet, ICIMS, etc.)
  • Excellent interpersonal and communication skills are essential
  • Attention to detail and thorough follow through is required
