NTCA- The Rural Broadband Association is Hiring a Remote Human Resources Manager

NTCA–The Rural Broadband Association is looking for a Human Resources Manager to join our team. As our Human Resources Manager, you will have the opportunity to build partnerships across the organization that will help to align NTCA’s business objectives with its employees. You will play a key role in recruiting, compensation and benefits administration, training and development, employee relations and supporting the organization’s culture of service excellence, collaboration and innovation.

What will you do?

  • Serve as a strategic partner with business units in addressing HR issues. Provides advice and guidance on business unit restructures, workforce planning and succession planning.
  • Identify training needs for business units and individual executive coaching. Plan and execute internal training including locating and contracting for speakers and trainers, scheduling training sessions, ensuring room set up and virtual connections and handling invoicing for training expenses.
  • Manage and help to resolve employee relations issues. Work with managers to address performance issues and monitors progress on performance improvement plans.
  • Support recruiting activities, taking part in assuring that properly qualified individuals are sourced and hired for Association’s positions. Manage the posting of advertisements, screen resumes, schedule phone interviews, participate in interviews evaluating fit to the organization and initiate background checks. Arrange for temporary help when needed.
  • Coordinate on-boarding process with Association departments and conduct new hire orientation covering Association’s structure, company policies, legal documents and HR self-service tools.
  • Collect all information related to payroll changes for input into the HRIS system and coordinate the entry of payroll changes with the Finance Department. Review semi-monthly payroll for accuracy.
  • Analyze and research trends and metrics in partnership with the HR department to develop solutions, programs and policies. Maintain and expand knowledge of federal and state laws and Human Resources trends. Recommend and assist with the development and implementation of new approaches, policies, and procedures to effect continual improvements in efficiency of the division and services performed.
  • Prepare and review budget information related to the HR function. Process department related invoices for payment and monitors budget reports to ensure expenses are within budgeted expectations.
  • Provides logistical support and research for events and activities that promote employee engagement and the Association’s culture.

The ideal candidate will have the following position requirements:

  • Understanding and strong working knowledge of employment law and recruiting techniques; human resource information systems; Proficient with various applications such as MS Word, MS Excel, Teams, Outlook, and Teams. Experience using HR Information Systems and Dayforce or Ceridian experience is a plus.
  • Excellent interpersonal skills and strong verbal and written communication skills.
  • Ability to work independently and handle multiple tasks concurrently.
  • Practical knowledge, skills & abilities usually acquired through an undergraduate degree in Human Resources or Business Management and 3-5 years of related work experience.
