Montgomery County Government is Hiring a Performance Management and Data Analyst I/II (Compliance Analyst), Grade N21/N25 Near Rockville, MD

Montgomery County Employee Retirement Plans (MCERP) is seeking a Compliance Analyst ( Performance Management Data Analyst ) who will be responsible for the compliance monitoring of the retirement benefit process of the Montgomery County Employee Retirement Plans.

What You’ll Be Doing:

  • Performing activities that increase business effectiveness, support quality client service, and continually improve process efficiency.
  • Developing and maintaining workflow diagrams using Six Sigma methodology and tools to define, measure, analyze, design, and verify business process improvement.
  • Analyzing and assisting in developing policies, strategies, and systems for the assigned section of the office.
  • Identifying work process issues; applying industry best practices to standard operating procedures.
  • Establishing key metrics and provides quantitative and qualitative analytics on business efficiency and client service changes to verify improvement results.
  • Collaborating throughout the office or department to understand and document cross-functional business end-user requirements.
  • Assessing systems compatibility and working with technology teams to develop or add new functionality.
  • Making recommendations for solutions; providing option comparisons that support defined goals.
  • Contributing to client service surveys; gathering survey response information to develop initiatives that increase client satisfaction.
  • Maintaining an evaluation cycle to ensure that the business processes in the department continue to be efficient and effective.
  • Developing and providing professional development on new enhancements and change initiatives.
  • Facilitating meetings with management, staff, and outside agencies.
  • Preparing work papers, schedules, exhibits and summaries to support audit findings.
  • Overseeing the third party recordkeeper, related to corrections of employee accounts, outside agency contribution reconciliations, and other regulatory compliance issues.
  • Driving continuous improvements by creating and updating standard operating procedures (SOPs).
  • Implementing control improvement plans for any gaps identified, changes in process, and audit / compliance requirements.
  • Developing and maintaining comprehensive controls to ensure processes are executing as designed and performing root cause analysis on trends against these strategies and processes.
  • Performing related duties as required or assigned.

The Experience We Are Looking For:

  • Proven experience in business analysis, business process redesign, change management, data analysis, or project management.
  • Knowledge of theories, procedures, practices, expertise, materials, and methods related to business administration and organizational management.
  • Knowledge of statistical, research, data analysis, and business process redesign procedures and techniques.
  • Skill in applying advanced Lean Six Sigma principles.
  • Proficiency in the use of technology and data compilation, analysis, and reporting. Ability to problem-solve multifaceted issues by analyzing information and evaluating results.
  • Ability to work independently and exercise a high degree of initiative and judgment.
  • Ability to establish and maintain collaborative working relationships with culturally diverse personnel, central office staff, and vendors.
  • Ability to plan and conduct professional development activities.
  • Ability to facilitate meetings and/or present information to groups.
  • Ability to communicate effectively, both orally and in writing.

Other Important Information:

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

This position may be filled at the Grade N25 level or the Grade N21 level.

Anticipated Hiring Salary range for the Grade N25 level is: $73,173 - $95,299

Anticipated Hiring Salary range for the Grade N21 level is: $61,788 - $80,008

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Experience: Professional experience performing data analysis and interpretation, program evaluation and/or process improvement in an academic, data administration or business data analytics environment.

For Grade 25 level, we require three (3) years of experience.

For Grade 21 level, we require two (2) years of experience.

Education: Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.

Equivalency: (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in the above fields may be substituted for one year of the required experience.

Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be rated as Qualified and placed on the Eligible List. Applications will reviewed to determine the extent, relevancy of training, and experience in the following preferred areas:

  • Pension fund operations experience.
  • Tableau software experience.
  • Lean Six Sigma Green Belt Certification
  • Experience in evaluating financial activities to ensure compliance with guidelines and policies.
  • Experience working with Oracle and/or Peoplesoft systems and demonstrated proficiency in MS Office (Excel, PowerPoint and MS Word).
  • Experience in employee retirement plans (defined contribution plans and defined benefit plans).
  • Experience in and knowledge of retirement benefit administration, pension compliance procedures, and audit procedures.
