Architect of the Capitol is Hiring a Management and Program Analyst Near Washington, DC

This position is located in the Architect of the Capitol, ...Senate Office Buildings (SOB) Office of the Superintendent. The incumbent provides management and program analyst support to the Superintendent and Business Operations Manager on the Jurisdiction's program operations. The scope of functions includes strategic planning and management improvement support and program analysis.

Qualifications:

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes having the following:

  • Provide administrative practices and the ability to analyze and recommend solutions.
  • Develop operating procedures and apply fact-finding and investigative techniques to gather ineffective workflow or non-compliance with agency regulations.
  • Establish management principles, pertinent administrative regulations and conduct position management studies of trades, technician and administrative support positions within the Jurisdiction
  • Prepares statistical reports, charts and graphs delivering briefings to managers on findings and recommendations.

Responsibilities:

Program Management

  • The incumbent provides advisory services to the Superintendent’s staff on the effectiveness of plans and programs within the Senate Office Buildings jurisdiction. Analyzes administrative processes and current and proposed operations of the organization and provides guidance to managers. Prepares narrative and statistical reports and charts and graphs that depict workload factors and status.
  • Develops and documents standard operating procedures. Develops new or modified policies, regulations, goals, or objectives to improve quality and timeliness of services. Summarizes results of program analyses. Writes and creates presentations for SOB on various topics. Develops management and/or program evaluation plans, procedures, and methodology. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems, such as those designed to prevent waste, loss, unauthorized use or misappropriation of assets. Summarizes findings and reports from feedback surveys, data collections and recommends changes or improvements in organization, work methods and/or procedures.
  • Directs and leads manpower studies. This includes organizational and operational reviews, site visits, overtime analysis, field analysis, organizational structuring recommendations, etc. Writes recommendations on how to staff organizational elements at optimal/efficient levels.

Information Technology

  • Provides technical expertise in the development of action plans and conducts analysis designed to identify, capture, and accurately evaluate all known and hidden resource requirements, cost comparison of all viable options, availability of government resources, appropriateness of the various instruments in view of resource constraints and the multitude of diverse regulatory guidelines. Consults with supervisors and AOC functional technical specialists on specific needs and capabilities, lead times, costs and other matters affecting specific action plans.
