Duties
This position is located under the Office of Management, Property and Logistics Division (PLD) in Washington, District of Columbia.
The primary purpose of this position is to serve as the Supervisory Management and Program Analyst (Chief), Property and Logistics Division (PLD), within the Office of Management, Bureau of Alcohol, Tobacco, Firearms and Explosives, Department of Justice. PLD provides all internal and external stakeholders and business partners with strategic business solutions. The Supervisory Management and Program Analyst (Chief) will direct subordinate supervisors to plan and carry out ATF operational and logistical support related to Realty Management, Personal Property Management, Fleet Management, Safety, Health and Environmental Programs, Mail Management, and Building Operations and Maintenance. Additionally, will evaluate the operational results, integrate, and coordinate the programs, and measure the accomplishment of program objectives.
As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include:
Directs subordinate supervisors to plan and carry out ATF operational and logistical support related to Realty Management; Personal Property Management; Fleet Management, Safety, Health and Environmental Programs, Mail Management and Building Operations.
Participate in inter- and intra-agency teams/task forces involving property and fleet management issues requiring innovative solutions.
Plan and justify budget requests for programs areas within the division and estimates long- and short-term personnel and equipment needs based on mission emphasis.
Evaluate impact of projects and programs, make recommendations/decisions for devoting resources, initiating, dropping, or curtailing programs and projects, determine optimum reduction of operating costs while meeting goals.

This is a non-bargaining unit position.
MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Qualifications
To qualify for Supervisory Management and Program Analyst (Chief), GS-15, candidates must also have at least one year of specialized experience equivalent to the next lower grade level, GS-14.
Additional Conditions of Employment:
GS-15 - You qualify if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:
Demonstrate leadership and mentoring skills; AND
Oversee daily operations, development, implementation, and success of a Realty or Personal property program; AND,
Work collaboratively with a diverse group of customers supporting organizational mission and objectives; AND
Plan, manage, and execute operations with a budget exceeding $20 million dollars; AND
Plan, coordinate, and execute innovative or strategic process improvements while executing day-to-day and/or urgent operations.
Substitution of education in lieu of specialized experience may not be used for this grade level.
