Summary
The ideal candidate for this position will be working with Federal, State, local, tribal or territorial government in community planning, development, or public administration as well as have experience with capability for community, urban or regional planning, local government administration and oversight to include analytic capabilities.
Duties
What will I do in this position if hired?
In this position, you will serve as a Supervisory Management and Program Analyst. Typical assignments include:
  • Facilitating collaborative problem-solving work sessions with stakeholders in the development of strategies to build tools and resource for increasing recovery capacity at all levels of government.
  • Leading a team to write and/or edit technical materials, policies, and guidance documents for leadership and executive review.
  • Providing technical assistance, advice, and guidance to State, tribes, territories, and localities in order to assess community recovery capacity and planning challenges and needs.
  • Providing consultation to State, tribal and local leadership on long term recovery and redevelopment planning, supporting Community Assistance Recovery Support Function (CARSF) and FEMA Field Leadership.
  • Leading a team in the development of tools to assist the Community Assistance Recovery Support Function in delivering its mission.

Key Requirements:

Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.
To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Developing or delivering complex programs, projects, policies or doctrine; and
  • Leading, planning, or counseling a diverse team of employees on work or administrative matters; and
  • Researching or writing products that provide recommendations or guidance on program or administrative issues.
