Summary
The International Criminal Investigative Training Assistance Program (ICITAP) works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives and works in close partnership with the U.S. Department of State, the U.S. Agency for International Development, and the Department of Defense.

Duties
As the Assistant Director, you will:
Manage and direct the delivery of all aspects of ICITAP's program efforts, which are focused on the long-term comprehensive, sustainable development of foreign law enforcement organizations capacity to protect human rights, combat corruption, and reduce the threat of trans-national crime and terrorism.
Provide direction and oversight to government employees, consultants, contractors, and detailees engaged in international law enforcement and corrections development.
Be responsible for all areas of the budget cycle process from budget formulation through budget execution. This includes substantial fiscal responsibilities with signature authority for procurement and reimbursement such as approving program expenditures, travel authorizations, vouchers, and equipment or supply orders.
Provide guidance related to building host-nation capacity for maintaining safe, secure, and humane correctional and detention facilities, and helping ensure they work seamlessly within the justice system.
Identify country-specific needs, develops and writes proposals, assessments, program implementation plans, and budgets.
Lead, manage, and supervise a staff of widely diverse employees; including planning and assigning work, performance evaluations, providing advice, counsel, or instruction to staff. Participate in the recruitment and selection process.
Develop and utilize technical assistance strategies to enhance the professional investigative capabilities of law enforcement authorities to investigate complex transnational crimes, financial crimes, narcotics cases, and human rights crimes, among others.

Qualifications
To qualify at the GS-15 grade level, applicants must have at least one (1) year of specialized experience, as reflected in their resume, at or equivalent to the GS-14 level: developing, implementing, and delivering law enforcement development projects to foreign countries as part of a justice sector development initiative; advising foreign law enforcement practitioners on policies and programs related to emerging law enforcement programs; and directing and delivering law enforcement training programs.
Time-in-Grade: Federal employees must meet time-in-grade requirements for consideration by the closing date of this announcement.
