Duties
If selected for this position, you will serve as a Contract Specialist exercising a delegation of authority to contract for a variety of services, supplies and equipment. Typical work assignments will include:
Reviewing requisitions and determining appropriate method of procurement.
Drafting contract documents, including specifications and all standard and special contract clauses.
Coordinating contract end dates, award amounts, and other pertinent information.
Determining procedures to acquire common supplies and to obtain good or services, meet schedules, provide best prices, and conform to acquisition regulations and other department guidelines and procedures.
Performing cost analysis and other evaluation actions to determine best value/lowest bid in award decisions.
If selected, you will receive formal and/or on-the-job training as needed. You must be able to attain and retain at least a Level 1 (One) Federal Acquisition Certification in Contracting (FAC-C) as a Federal contracting professional. FAC-C has specific training requirements with some courses online and in the classroom. To maintain a FAC-C, contract professional are required to meet a continuous training requirement.
Federal Acquisition Certification in Contracting (FAC-C) certification is preferred.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Example: One year at the GS-9 is required to meet the time-in-grade requirements for the GS-11 level.
You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
All applicants will be reviewed to ensure they meet minimum qualification and eligibility requirements before carrying out the rating and ranking process. Applicants will not be further considered who will not meet within 30 days after the closing date of the vacancy announcement all qualification and eligibility requirements.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Conditions of Employment
You must be a U.S. Citizen or National.
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
You must be registered for Selective Service, if applicable.
If selected, you may be required to complete a one year probationary period.
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Incumbent must be able to obtain the appropriate Federal Acquisition Certification in Contracting (FAC-C) certification.
Qualifications
To be qualified for this position, you must meet both the Basic Requirements and the Minimum Qualifications.
BASIC REQUIREMENTS
Applicants must have (1) of the following:
A 4-year course of study leading to a bachelor's degree with a major in any field of study from an accredited college or university; OR,
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university; OR,
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition to meeting the Basic Requirements above, applicants must also meet the specialized experience as defined below:
MINIMUM QUALIFICATIONS
To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a Combination of Specialized Experience and Education.
GS-09 Specialized Experience: One full year of specialized experience equivalent to the work at the GS-07 level in Federal service. Specialized experience is defined as experience procuring supplies or services involving standardized specifications and established markets using formal advertising; reviewing requisitions to ensure inclusion of proper specifications, purchase descriptions, or clauses; evaluating bids or proposals for compliance; administering formally advertised and negotiated contracts; monitoring the progress of contractors; writing change orders; and coordinating contracting activities with other entities having interrelated requirements.
Education: One of the following types of graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management: a Master's or equivalent graduate degree, or 2 full academic years of progressively higher level graduate education, or an LL.B or J.D.
Combination of Experience and Education: A combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of one full year.
To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a Combination of Specialized Experience and Education.
GS-11 Specialized Experience: One full year of specialized experience equivalent to the work at the GS-09 level in Federal service. Specialized experience is defined as experienceconducting all aspects of contracting for supplies and services from initiation to award recommendation; reviewing requisitions and determining method of procurement, i.e. formal advertising or negotiation; establishing procurement plans through review of history, market conditions, and specifications; evaluating adequacy and completeness of requisition descriptions; compiling bidders' lists; initiating and issuing solicitation documents to ensure clear and complete specifications, requirements, and other stipulations; responding to procurement inquiries; analyzing bids and proposals; conducting price/cost analysis to determine bid responsiveness and responsibility; recommending and documenting awards; and drafting final contracts.
Education: One of the following types of graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management: a Ph.D. or equivalent doctoral degree, or 3 full academic years of progressively higher level graduate education.
Combination of Experience and Education: A combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of two full years.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
