US Federal Aviation Administration is Hiring a Management and Program Analyst Near Washington, DC

Duties

Incumbent applies education and detailed knowledge to assist senior staff members in the process to analyze and monitor systems engineering contracts, and other contracts supporting NextGen other disciplines to plan and programs. Assignments require knowledge and experience working on cross-functional teams and/or organizational lines. Typical assignments include tracking and analyzing data to ensure compliance with policies and procedures; working with senior staff to identify, analyze, and make recommendations for solutions of various problems; and recommending improvements to systems and processes.

Applies experience and detailed knowledge for providing assistance in the areas of management analysis and support on complex and challenging activities related to the Systems Engineering (SE2020/2025) contracts and other contracts supporting NextGen programs.

Working with other staff members, the incumbent will work to develop and recommend new approaches to analyze and evaluate restraints and contract scope and participate on teams involved in the procurement planning and source selection phases of the contracting process.

Assists technical customers in analyzing, developing, and documenting technical requirements and cost estimates, for contract planning purposes.

Monitors contract performance and schedules to ensure contract compliance, proper and timely acceptance of invoices and to resolve program governance issues, prepare procurement request packages, and participate in post award orientation conferences. Incorporates analyses into project and program plans.

When required, the incumbent will serve as a point of contact to provide management advice and guidance on the SE2020/2025 and/or other contracts, assist management in determining program requirements for contract support, inform management of various contractual obligations, and prepare briefings for management on project status and contract deliverables.

Assists in the coordination of responses to technical questions during competitions; creates spreadsheets, tracks contract costs by CLINs and Option Years; drafts contract delivery order documents, including CLINs, Option Years, Delivery Dates, Statements of Work, awards amount, and AMS clauses based on type of contract; develops modification packages, ID/IQ delivery Contract Action Reports, and coordinate with contracting officers to track data requirement lists. Incorporates analyses into project and program plans.

Established policies/procedures provide guidance for most assignments but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.

Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Work activities typically support activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO. In some specialties, the work may affect internal and external customers.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5/7/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is experience assisting in providing contract administration support in a technical or similar environment servicing performance-based contracts or complex contract types. Experience in assisting in providing financial support in a technical environment.

OR

To qualify with education only a successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree. Must be gained from an accredited college or university.

To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment.
