These job openings are in the Bureau for Humanitarian Assistance (BHA), Office of Humanitarian Business and Management Operations (HMBO), Human Resources and Administrative Management Services Division (HRAMS), Talent Acquisition Management and Outreach (TAMO), Staffing, and Operations and Logistics Teams.

Specialized Experience:

GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: (a) applying policies and procedures on personnel and administrative processes and/or operational support; (b) assisting in development of administrative and/or operational systems or processes; (c) identifying, analyzing, and making recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, recruitment and onboarding, performance appraisal, administrative and management functions, and/or operational functions; (d) fostering an inclusive workplace where every person is empowered and responsible for advancing the agency's DEIA goals to improve organizational culture.

EDUCATION: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.

OR Three full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study.

OR LL.M., if related.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Examples of qualifying specialized experience at the next lower level for this position includes: (a) providing advice and guidance on staffing, recruitment, administrative management, development of statements of work, that may include contract procurement processes and procedures, and/or operational functions in preparation of recruitment and staffing; (b) assessing the productivity, effectiveness, and efficiency of administrative and/or operational systems or processes; (c) conducting analyses and evaluations to support the development of administrative and/or operational systems or processes; (d) fostering an inclusive workplace where every person is empowered and responsible for advancing the agency's DEIA goals to improve organizational culture.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: (a) serving as a primary point of contact and liaison in the completion of personnel and administrative management functions and/or operations functions critical to the provision of humanitarian or development assistance; (b) serving as principal advisor on all personnel and administrative management matters associated with hiring and recruitment, administrative or operational systems or processes (c) analyzing and interpreting complex policies to development recommendations for management consideration; (d) fostering an inclusive workplace where every person is empowered and responsible for advancing the agency's DEIA goals to improve organizational culture.

Selective Placement Factor:

This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.

Selective Placement Factor: Your resume must demonstrate documented experience working in an civilian-based international humanitarian or development organization supporting the development and delivery of efficient hiring processes to quickly onboard and prepare employees to support civilian-based international humanitarian or development operations and programs.

Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
