Summary
The position is located within the Program Design and Analytics Division, ASH-300, for the Office of UAS & Emerging Entrants Security under the Security and Hazardous Materials Safety (ASH) organization. The mission of ASH is to ensure aviation safety, support national security, and promote an efficient airspace system through the development and administration of policies and programs.

Duties
The incumbent works with the ASH-300 Division Manager and other senior analysts on various assignments applying the principles of program and project management utilizing knowledge and experience in program design, analytics, and process improvement, to develop tools, techniques, procedures, and standards that enhance and streamline the capabilities of the Office of UAS and Emerging Entrants Security.
As a recognized subject matter expert in a specialized area, the incumbent provides leadership for highly complex and challenging activities under the minimal direction of a manager. Applies experience and expert knowledge of program and project management to conduct functional development activities for projects/programs that often require new and innovative approaches. The incumbent's efforts will aid in the development of LIAS-related strategy, policies, and informed decision-making. These responsibilities will include; subject matter expertise in analyzing, displaying, and conveying programmatic data; analyzing project key performance indicators (KPls) and performance metrics; and developing baseline governance standards, operating procedures, and processes that support the safe and secure integration of unmanned aircraft systems (UAS) into the National Airspace System (NAS).
Serves as a subject matter expert when developing and reviewing Standard Operating Procedures (SOPs) involving UAS Security and C-UAS process development as well as office management tools to improve work production, process management, and informed decision-making.
Provides programmatic management as well as being a subject matter expert on establishing UAS security related programs for monitoring, tracking, and reporting current projects; review of technical assistance and tool integration within the office, and the dissemination of information pertaining to new tools and capabilities.
Provides organizational, documentation and programmatic expertise for UAS Security activities for meetings and working groups of ASH staff assigned responsibility for integrating UAS.
Serves as a subject matter expert in the definition, development, management, and implementation of the changes required to evolve UAS Security project management including elements required to perform security oversight of industry UAS activities. Coordinates actions and policies with other FAA Lines of Business on UAS security program/project management standards. Coordinates development of ASH-300 internal project management standards across all UAS security divisions (ASH-100, Test & Evaluation and ASH-200, Policy and Regulation); prepares and support program specific plans that cross FAA and inter-agency organizational lines.
Ensures alignment of all projects and programs with tactical, operational, and strategic (short-term, mid-term, and long- term) objectives in coordination with the UAS and Emerging Entrants Security Division Managers.
Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Serves as a lead specialist for training, human capital management, and other administrative activities of an assigned Program Office. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects.

Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE IS DEFINED AS:
  • Researching, developing and interpreting policy and guidance for diverse audiences.
  • Analyzing data from various sources; providing guidance to managers and employees on established procedures; and coordinating confidential and sensitive matters.
  • Experience applying project management or acquisition principles in support of program standards development, administrative reporting, risk management, and data analysis.
  • Experience and comprehensive knowledge of program management tools and enterprise software capabilities, such as Microsoft Project, SharePoint, Tableau, JIRA, Confluence, or Appian.
