US Public Buildings Service is Hiring a Program Support Specialist Near Washington, DC

Duties

  • Conducts and executes complete studies and investigations assigned, which will assist in the preparation, development, execution, and evaluation of various business development plans and initiatives.
  • Identifying and developing solutions to broad and important management/business problems for which previous studies and established management techniques are inadequate.

  • Assist the Program Analyst with briefings for higher level management to explain the specific analysis of subject matter, as well as assisting with recommendations or action plans to provide guidance and/or direction for implementation. Provides analysis and guidance to include decisions on what technical content should be included and ensures the accuracy of content.

  • Security. To include; a. Submit and track Contractor SF 1888’s and submit to the EOP Security office. b. Submit and schedule contractor appointments for fingerprinting to complete the security process. c. Work Orders: Create and update Contractor Work Orders. d. Vehicles: Process and coordinate all vehicle requests for construction projects. e. Serve as Requesting Official to obtain HSPd-12 badges for contractors as requested by GSA Project Managers.

If selected, you must meet the following conditions:

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Serve a one year probationary period, if required
  • Any applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.

The GS-12 salary range starts at $99,200 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is experience analyzing and evaluating the effectiveness and efficiency of programs to improve business operations and processes. This experience must include the preparation, development, execution, and evaluation of various business development plans and initiatives.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Ability to conduct studies and prepare and develop business plans and initiatives.
  • Knowledge of the functions, processes, and principles of management, and of methods used to support program management activities.
  • Ability to communicate effectively both orally and in writing.
  • Knowledge of security requirements and processes.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
