The HR Director leads all human resources operations, organizational development, talent acquisition, staff engagement efforts and other critical processes and programs managed and supported by IREX’s Global Human Resources. The HR Director acts as a strategic advisor to the Vice President of Global Human Resources on all human resources issues and partners with IREX’s executive leadership team to develop and implement strategies, programs and systems to ensure that staff are positioned to achieve IREX’s mission. The HR Director is responsible for designing, executing, and maintaining a progressive, flexible, inclusive and responsible talent management programs in a global workplace, ensuring that IREX continues to support and develop its staff in a manner that aligns with its mission, values and management practices and reflects its commitment to equity and inclusiveness in a diverse workplace culture.

Your Background & Skills

  • Bachelor’s degree in Human Resources, Business, Psychology or equivalent required, Master’s degree in human resources management or equivalent preferred.
  • Minimum of 15 years of progressive professional experience in human resources management and leadership within organizations operating internationally, with a demonstrated track record of progressively increasing responsibility and delivery.
  • Minimum of 8 years in a management role in an HR department/unit.
  • May require specific experience in a subject matter.
  • Professional certification (i.e. SHRM-SCP, or SPHR).
  • Experience supporting a global workforce in the international development sector.
  • Prior experience supporting and managing the implementation of an HRIS System required. HR-related technology proficiency and understanding required.
  • Prior experience utilizing UKG UltiPro strongly preferred.
  • Demonstrated track record of designing, implementing, and oversight of key aspects of an organization’s human capital functions including, but not limited to: talent acquisition and retention, benefits planning, and administration, culture and organizational development, HR change management, performance management, employee relations, training and development, immigration and work permits, overall human resource compliance and fully integrating a focus on diversity, equity and inclusiveness into each of these functions.
  • Prior experience managing, coordinating and leading HR investigations.
  • Familiarity with or has worked for project-funded organizations in the international development and/or broader non-profit space.
  • Demonstrated commitment and experience developing and providing effective, mission-oriented, and compliant global HR support.
  • Highly collaborative and able to establish positive working relationships with all stakeholders to maximize cooperation and productivity.
  • Willingness to travel internationally.
  • Fluency in English is required.
  • Fluency in a second international language is a plus.
  • Demonstrated strong written and verbal communication skills required.
  • Strong proficiency in MS Word, Excel, and PowerPoint required.
  • Excellent communication, conflict resolution, interpersonal, negotiation, and cross-cultural skills; and ability to engage with staff at all levels and geographies of the organization.
  • Excellent organizational skills and high attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and delegate as appropriate.
  • Ability to act with integrity, professionalism, and maintain confidentiality in all areas of work.
  • Thorough knowledge of employment-related laws and regulations.
  • You must have unrestricted authorization to work in the United States.

Your Daily Tasks

  • Manage the annual performance management program and develop new systems and approaches as needed.
  • Manage the US, expat and TCN benefits program for the organization including evaluating and working with brokers and vendors and keeping abreast of benefit trends in the market.
  • Maintain systems for consistent compensation structure including salary surveys and market research for various global locations.
  • Develop and implement efficient and effective workflow processes for HR services (including inclusive recruitment strategies, on-boarding, internal transfers, departures, etc.).
  • Manage to ensure efficient use of HRIS.
  • Work with the Learning and Development team to implement strategies for effective staff professional growth and development.
  • Provide training to staff in the US and country offices.
  • Develop and manage strategies for effective staff engagement, staff satisfaction, and staff retention.
  • Provide direction and participate in addressing performance or misconduct concerns.
  • Play a central role in the organization's efforts to model our values and be culturally savvy in our internal and extremal interactions and undertakings.
  • Oversee personnel records management and liaise with finance staff on payroll changes.
  • Stay abreast of best practices in compensation management, talent recruitment, onboarding and development, and regulatory compliance and HR policy.
  • Support employee work-life balance.
  • Ensure compliance with regulatory requirements and IREX policies and practices.
  • Serve as back up to regional generalists and managers when needed.
  • Coordinate consultations with legal counsel and the Vice President for Global Human Resources as appropriate.
  • Provide effective employee relations practices.
  • Ensure that personnel policies and systems are maintained and updated as needed.
  • Ensure HR records are appropriately retained and managed and complete required state and federal reporting.
  • Serve as a proactive thought leader on IREX's HR policies and practices.
  • Ensure HR’s ability to generate regular and timely reporting on Staff Retention, Turnover, Exits, AAP targets, etc.
  • Design and oversee implementation of a coherent staff orientation program that aligns with IREX's strategic goals and mission.
  • Design an organizational strategy for professional development.
  • Identify, design, develop, and facilitate training and professional development programs for employees and managers.
  • Develop strategies that consciously maintain IREX' s history of strong staff retention and conduct activities to build and maintain our positive work culture.
  • Coordinate employee retirement plan committee.
  • Develop and ensure HR service performance targets are met.
  • Manage assigned budget, ensuring compliance to USG and other donor requirements, and IREX procurement and financial policies.
  • Coordinate with relevant Finance Office and Field Office staff to ensure that HR information relevant to country office HR is transmitted and maintained in a timely and collaborative manner.
  • Maintain and cultivate relationships with HR vendors to ensure optimal service delivery.
  • Oversee the management of recruitment processes to identify top talent and maintain strong diversity.
  • Supervise four or more direct reports.
  • Serve as coach to staff and supervisors.
  • Other duties as assigned.
