POSITION SUMMARY:
The Human Resources Generalist supports and performs a variety of administrative and technical human resources functions including recruitment, employee selection, employee relations, processing unemployment and workers’ compensation claims. Provides benefit and compensation information to staff. Advises line supervisors on personnel matters and performs other duties as required.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
1. Conducts job analysis to identify skills, knowledge and abilities needed to perform jobs; forecasts recruiting needs. Recommends recruiting processes, procedures and methods; prepares job announcements and supplemental application forms; and prepares and places advertisements.
2. Coordinates and participates in panel interviews; develops examination plans; drafts and conducts test instruments including written exams, structured interviews, administers tests to applicants. constructs corresponding ranking systems; prepares and maintains recruitment correspondence and exam records and documentation; prepares lists of eligible applicants; and notifies candidates of status. Trains interview raters.
3. Prepares training materials and conducts training classes. Conducts new employee orientation and trains on policies, procedures and payroll; guides new staff through new hire paperwork.
4. Assists in administration of workers compensation claims; reviews for possible safety issues; identifies accommodations for modified duty assignments; monitors status of claims, maintains data and records; submits reports.
5. Manages and resolves complex employee relations issues. Assists with disciplinary and harassment investigations. Conducts hearings, interviews and completes confidential investigation reports. Provides performance management guidance to managers and supervisors.
6. Responds to unemployment claims. May represent in unemployment hearings.
7. Assists in the development of standard personnel practices, policies and procedures. Assists staff and management in guidance and interpretation of policies. Maintains extensive knowledge of legal requirements related to day-to-day management of employees, reduces legal risks and ensures regulatory compliance.
8. Responsible for FMLA certifications and ADA accommodation requests.
9. Performs other duties as assigned.
CORE COMPETENCIES / KSA’S:
MINIMUM REQUIREMENTS:
Bachelor’s degree with core program in human resources, business, or public administration and two years’ experience in human resources management.
Knowledge of employment law and regulations.
Proficient with Microsoft Office Suite.
Excellent verbal and written communication skills.
Knowledge of employment laws and practices.
Familiar with standard HR concepts, practices, and procedures for public employment.
Administrative skills including report preparation and detailed record keeping.
