The Department of Financial Services, Division of Procurement, has an immediate need for a Procurement Legal Liaison, the position is based in Franklin County.
Characteristics of the Job: This position is in the Department of Financial Services, Division of Procurement, and is under the direct supervision of the Procurement Manager. The Division of Procurement issues solicitations and drafts contracts on behalf of the Kentucky Court of Justice. The Procurement Legal Liaison will establish procurement vehicles for goods and services, and draft contracts for goods and will review correspondence and documentation to ensure accuracy and compliance with legal precedence.
Examples Of Duties or Responsibilities of this Classification:
  • Under the direct supervision of the Procurement Manager, takes all steps necessary to establish procurement vehicles for goods and services for the KCOJ.
  • Determines whether an existing procurement vehicle is available.
  • Works with departments to develop specifications for goods or services needed.
  • Makes recommendations regarding exceptions to the requirement to issue a solicitation, e.g., emergency, not feasible/practical to bid, sole source.
  • Drafts solicitations, letters, forms, bid tabulations, and other documents.
  • Receives and evaluates bids and proposals.
  • Facilitates and coordinates selection committee meetings.
  • Negotiates with bidders and offerors.
  • Ensures KCOJ compliance with applicable procurement policies and procedures.
  • Drafts contracts such as MOAs, PSCs, and MAs for goods and services for the KCOJ.
  • Reviews commercial contracts for content, legality and compliance with AOC Procurement Policy and negotiates requested changes to terms with vendor.
  • Assists departments with complaints regarding contractors.
  • Assists with development of procurement strategies, processes, procedures, and policies.
  • Performs legal research and analysis of Kentucky Revised Statutes related to procurement for the KCOJ.
  • Serves as a liaison between the Division of Procurement and the elected KCOJ Judges and county officials.
  • Provides guidance and direction regarding procurement and contract questions from elected officials.
  • Reviews, maintains, and proposes updates to any/all contract templates.
  • Collaborates with OFA Leadership regarding strategic initiatives.
  • Other duties as assigned.
Minimum Requirements
EDUCATION: Graduate of an Accredited Law School
EXPERIENCE, TRAINING, OR SKILLS: 3 years legal or public procurement experience

Working Conditions
Typically, be performed in an office setting. Sitting for extended periods of time. Dexterity of hands and fingers to operate a computer keyboard, mouse, and to handle other computer components. Limited travel may be required. Remote workplan option available but in-office presence required.
