Commonwealth of Kentucky is Hiring an Application Development Officer -Administrative Office of the Courts (AOC)-Non-Tenured (NT) Near Frankfort, KY

The Application Development (APPDEV) Officer oversees 100 senior programmers and APPDEV managers in support of 280 applications utilized by the Kentucky Court of Justice. Responsibilities include overseeing APPDEV daily operations, developing and implementing resourcing guidelines/performance metrics, documenting and institutionalizing software development processes and procedures, enhancing and verifying documentation compliance (including maintenance of the application/services catalogue), collaborating with ITS Leadership to establish strategic priorities, driving excellence through consistent, quality deliverables, and ensuring customer satisfaction.
Job Required Knowledge:
  • Demonstrated proficiency with current development technologies.
  • Experience with .Net Framework, .Net Core, C#, SSMS, JavaScript, Visual Studio 2017 and above, ORMs.
  • Experience with Git, Azure DevOps, API Testing Tools.
  • Experience with formal Project Management.
  • In-depth understanding of and experience leading teams utilizing software development lifecycles.
  • Ability to present complex ideas in a business-friendly and user-friendly manner.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Excellent written and oral communication skills, including instructional, facilitation, and presentation skills.
  • Excellent interpersonal skills, with a focus on coaching/motivational skills, enthusiasm, and positive attitude.
  • Advanced problem-solving, logic, and conflict resolution skills.
  • Advanced time management skills.
  • In-depth hands-on knowledge of the Microsoft product Suite, particularly Project, Word, Excel, and PowerPoint.
  • Experience in meeting facilitation and negotiation skills.
  • Experience working in a team-oriented, collaborative environment.
  • Highly self-motivated and directed.
  • Advanced understanding of court processes and concepts is a plus.
Job Duties and Responsibilities:
  • Engage Leadership.
  • Oversee data recovery processes/procedures documentation development and implementation.
  • Champion change management.
  • Allocate resources.
  • Prioritize projects in collaboration with ITS Leadership.
  • Ensure documentation and adherence to software development processes/procedures.
  • Oversee implementation of an automated Testing Tool.
  • Perform project compliance/audit.
  • Ensure quality assurance standardization in collaboration with Court Services personnel.
  • Develop and implement performance metrics.
  • Mentor and coach managers/team leads.
  • Work with ITS Training Team to implement training program to enhance retention.
  • Liaise with vendors and other providers to ensure organizations needs are met.
  • Manage, communicate, and report application operational outages and corrective action plans, including coordinating with management, the incident manager, and others as needed.
  • Research emergent courts technologies.
  • Ensure Technology currency and compliance.
  • Perform other duties as assigned.
Minimum Requirements
EDUCATION: Bachelor’s degree in Computer Science/Mathematics or a Master’s in a related field
EXPERIENCE, TRAINING, OR SKILLS: 8 years of APPDEV management

Working Conditions
Use of Microsoft Office Suite (365). Standard workday 08:00 – 17:00 M-F. Occasional availability to be on-call 24/7. Sitting for extended periods of time. Dexterity of hands and fingers to operate a computer keyboard, mouse, and to handle other computer components. Limited travel may be required. Remote workplan option available but in-office presence required.
